【摘要】：黨的十八大報(bào)告中指出,加快推進(jìn)社會(huì)主義民主政治制度化、規(guī)范化、程序化,從各層次各領(lǐng)域擴(kuò)大公民有序政治參與,實(shí)現(xiàn)國(guó)家各項(xiàng)工作法制化。中國(guó)是一個(gè)農(nóng)業(yè)大國(guó),農(nóng)民政治參與狀況是衡量我國(guó)政治文明進(jìn)步的重要尺度。本文是對(duì)當(dāng)前中國(guó)農(nóng)民有序政治參與為研究的主題,農(nóng)民政治參與一環(huán)是我國(guó)公民政治參與中的較為薄弱的環(huán)節(jié),也是擴(kuò)大公民有序政治參與的政治民主化過(guò)程中極其重要的一環(huán),筆者試圖系統(tǒng)分析擴(kuò)大農(nóng)民有序政治參與的路徑,在政治文明的視域下,以政治學(xué)理論中的政治參與為研究基礎(chǔ),通過(guò)推進(jìn)農(nóng)民制度化、理性化、合理化、適度的政治參與,有序進(jìn)行利益表達(dá),切實(shí)維護(hù)以及實(shí)現(xiàn)農(nóng)民自主權(quán)利,優(yōu)化我國(guó)具有社會(huì)主義特色的民主政治。第一章是緒論部分。主要闡述了農(nóng)民有序政治參與的理論意義和現(xiàn)實(shí)價(jià)值。本章提出當(dāng)前我國(guó)農(nóng)民有序政治參與的研究背景,分析國(guó)內(nèi)外學(xué)者對(duì)農(nóng)民政治參與理論的研究狀況,提出圍繞本文的主體,即通過(guò)從基層政府和農(nóng)民關(guān)系的良性互動(dòng)關(guān)系出發(fā),探析擴(kuò)大農(nóng)民有序政治參與的基本路徑。第二章相關(guān)概念及內(nèi)涵。本章主要是闡述了農(nóng)民有序政治參與的理論基礎(chǔ)和分析框架。其中有對(duì)西方政治參與概念的論述,并分析和比較了國(guó)內(nèi)外理論的歷史淵源;闡明了政治參與的無(wú)序和有序政治參與的基本要求,且對(duì)國(guó)內(nèi)外學(xué)者的研究觀點(diǎn)及有序政治參與的內(nèi)涵進(jìn)行系統(tǒng)的闡述,在此基礎(chǔ)上結(jié)合農(nóng)民政治參與的重要性進(jìn)行分析概括。第三章主要是對(duì)我國(guó)農(nóng)民政治參與的狀況進(jìn)行分析。分為兩個(gè)版塊進(jìn)行論述,即分析和介紹中國(guó)農(nóng)民政治參與在改革開(kāi)放后所取得進(jìn)步,同時(shí)在指出農(nóng)民在有序政治參與過(guò)程中所產(chǎn)生的問(wèn)題。在我們黨和國(guó)家的關(guān)懷以及農(nóng)民自身意識(shí)、能力的提高等作用下,我國(guó)農(nóng)民政治參與取得了有目共睹的成就,總體上是積極、進(jìn)步的。但是當(dāng)前農(nóng)民政治參與狀況需要改進(jìn)的地方依然存在。第四章論述農(nóng)民有序政治參與過(guò)程中的制約因素。著重通過(guò)對(duì)農(nóng)民政治參與存在的無(wú)序問(wèn)題的分析,主要是指我國(guó)農(nóng)民非制度化政治參與泛化,從經(jīng)濟(jì)、社會(huì)、制度等層面著手,目前利益關(guān)系調(diào)整不公平和農(nóng)村權(quán)力方面的平衡體制有待完善是重要原因。第五章對(duì)應(yīng)提出策略關(guān)于擴(kuò)大農(nóng)民有序政治參與路徑。按照農(nóng)民有序政治參與中的制約因素,相對(duì)應(yīng)提出立體化對(duì)策拓寬農(nóng)民有序政治參與路徑,提出通過(guò)合法的、制度化的、理性化的、有層次的和適度的政治參與,擴(kuò)大我國(guó)農(nóng)民合法有序的政治參與,進(jìn)一步推動(dòng)我國(guó)農(nóng)村民主政治發(fā)展進(jìn)程。
[Abstract]:In the report of the 18th National Congress of the CPC, it was pointed out that we should speed up the institutionalization, standardization, and procedure of socialist democratic politics, expand citizens' orderly political participation in all fields at all levels, and realize the legalization of all state work. China is a big agricultural country, and peasant's political participation is an important measure to measure the progress of China's political civilization. This paper is the subject of the study on the orderly political participation of Chinese peasants, which is a weak link in the political participation of Chinese citizens. It is also an extremely important link in the process of political democratization of expanding citizens' orderly political participation. The author tries to systematically analyze the path of expanding peasants' orderly political participation, in the perspective of political civilization. Based on the political participation in the theory of political science, by promoting the institutionalization, rationalization, moderate political participation, orderly expression of interests, the farmers' independent rights can be safeguarded and realized. Optimize the democratic politics with socialist characteristics in our country. The first chapter is the introduction. Mainly elaborated the farmer orderly political participation the theory significance and the realistic value. This chapter puts forward the research background of peasants' orderly political participation in our country, analyzes the domestic and foreign scholars' research status on the theory of peasants' political participation, and puts forward the main body around this article, that is, starting from the benign interactive relationship between grass-roots government and farmers. To explore the basic path to expand farmers' orderly political participation. The second chapter is related concept and connotation. This chapter mainly expounds the theoretical basis and analytical framework of farmers' orderly political participation. Among them, the concept of western political participation is discussed, and the historical origin of domestic and foreign theories is analyzed and compared, and the basic requirements of disorderly and orderly political participation of political participation are expounded. And the domestic and foreign scholars' research point of view and the orderly political participation connotation carries on the systematic elaboration, on this basis unifies the farmer political participation importance carries on the analysis summary. The third chapter mainly analyzes the situation of peasant's political participation in our country. It is divided into two sections to analyze and introduce the progress of Chinese peasants' political participation after reform and opening up, and at the same time to point out the problems arising in the process of peasants' orderly political participation. Due to the concern of our Party and country and the improvement of farmers' consciousness and ability, the peasants' political participation in our country has made obvious achievements, which is positive and progressive in general. However, the current situation of farmers' political participation needs to be improved. Chapter four discusses the restricting factors in the process of peasants' orderly political participation. Through the analysis of the disorder of peasant's political participation, it mainly refers to the generalization of peasant's non-institutionalized political participation in China, starting from the economic, social, institutional and other aspects. The unfairness of the adjustment of interest relationship and the balance system of rural power are the important reasons. The fifth chapter puts forward the strategy of expanding peasants' orderly political participation. According to the restricting factors of peasants' orderly political participation, the author puts forward corresponding three-dimensional countermeasures to widen the path of peasants' orderly political participation, and proposes that through lawful, institutionalized, rational, hierarchical and moderate political participation, Expand the legitimate and orderly political participation of farmers and further promote the development of rural democratic politics in China.
