【摘要】：隨著改革開放不斷深入和經(jīng)濟(jì)的發(fā)展,昆明市進(jìn)入了工業(yè)化中期起步和城鎮(zhèn)化快速發(fā)展時(shí)期,社會的方方面面都發(fā)生著深刻的變化,其中也包括社會階層結(jié)構(gòu)。處于階層結(jié)構(gòu)中間部分的中等收入階層所發(fā)揮出的積極作用越來特明顯。從西方一些發(fā)達(dá)國家的發(fā)展經(jīng)驗(yàn)我們可以看到,“中間大、兩頭小”的“橄欖型”是社會階層的良性結(jié)構(gòu),處于中間的“中產(chǎn)階級”不僅占比最大,而且對社會經(jīng)濟(jì)的可持續(xù)健康發(fā)展有很大貢獻(xiàn)。中國現(xiàn)階段的社會階層結(jié)構(gòu)并不是“中間大、兩頭小”的“橄欖型”,而是低收入群體占比較大的“金字塔型”結(jié)構(gòu),在不斷擴(kuò)大中等收入階層,縮小低收入階層的轉(zhuǎn)變過程中,重點(diǎn)之一是確定以擴(kuò)大中等收入階層為主的社會轉(zhuǎn)型思路,昆明市亦如此。近年來,很多專家、學(xué)者越來越多的在關(guān)注中等收入階層,并就其發(fā)展現(xiàn)狀、在社會發(fā)展中的作用和擴(kuò)大其規(guī)模作了很多研究和探討,政府也適時(shí)制定了一些相應(yīng)的政策和措施,以擴(kuò)大中等收入階層在社會和諧發(fā)展中的作用。中等收入階層的發(fā)展和壯大可以為社會的和諧發(fā)展、可持續(xù)發(fā)展提供支撐和保障。學(xué)術(shù)界也一直在深入研究其具體作用。為了更好地實(shí)現(xiàn)昆明市與全國、全省共同小康的目標(biāo),構(gòu)建社會主義和諧社會,為經(jīng)濟(jì)社會持續(xù)健康發(fā)展提供有力支撐,昆明市必須重視中等收入階層在社會和諧發(fā)展中的突出作用,并采取多種有效途徑不斷擴(kuò)大其比重,使中等收入階層成為社會、經(jīng)濟(jì)和文化等方面健康、和諧發(fā)展的生力軍,并發(fā)揮其積極的主導(dǎo)作用。在國內(nèi)外有關(guān)社會階層相關(guān)理論研究的基礎(chǔ)上,本文以昆明市為切入點(diǎn),對全市中等收入階層規(guī)模、現(xiàn)狀、階級認(rèn)同度、生態(tài)環(huán)境匹配等進(jìn)行了分析；并以美國、日本等發(fā)達(dá)國家“橄欖型”社會階層結(jié)構(gòu)為借鑒,進(jìn)一步明確了“中產(chǎn)階級”對社會經(jīng)濟(jì)持續(xù)發(fā)展的積極推進(jìn)作用,并肯定了其在維護(hù)國家和諧穩(wěn)定和社會正向價(jià)值觀等方面的突出作用；同時(shí),從政府角度分析了在中等收入階層發(fā)展壯大這個事情上沒做好的原因以及相應(yīng)的對策。
[Abstract]:With the deepening of reform and opening up and the development of the economy, Kunming has entered the period of rapid development of urbanization and the start of industrialization. All aspects of society have undergone profound changes, including the structure of social stratum. The positive role played by middle-income class in the middle of class structure is obvious. From the development experience of some developed countries in the West, we can see that the "olive type" of "middle big and small" is the benign structure of the social class, and the "middle class" in the middle is not only the largest proportion. And to the social economy sustainable healthy development has the very big contribution. At the present stage, the social stratum structure in China is not a "olive type" with "big middle and small ends", but a "pyramid" structure in which low-income groups occupy a relatively large proportion, and are constantly expanding the middle income class. In the process of reducing the transformation of low income class, one of the key points is to determine the idea of social transformation, which is based on the expansion of middle income class, and so is Kunming. In recent years, many experts and scholars have been paying more and more attention to the middle income group, and have done a lot of research and discussion on its development status, its role in social development and the expansion of its scale. The government has also formulated some corresponding policies and measures to expand the role of the middle-income class in the harmonious development of society. The development and expansion of middle-income class can provide support and guarantee for the harmonious development and sustainable development of society. Academia has also been in-depth study of its specific role. In order to better realize the goal of Kunming City, the whole country and the whole province, to build a harmonious socialist society, and to provide strong support for the sustained and healthy development of the economy and society, Kunming must attach importance to the prominent role of the middle income class in the harmonious development of society, and take various effective ways to continuously expand its proportion, so that the middle income class can become a new force in the healthy and harmonious development of society, economy and culture, etc. And give play to its positive leading role. On the basis of relevant theoretical research on social stratum at home and abroad, this paper analyzes the scale, status quo, class identity, ecological environment matching of middle income stratum in Kunming City. The "olive-shaped" social stratum structure of Japan and other developed countries has further clarified the positive role of the "middle class" in the sustainable social and economic development. It also affirms its prominent role in maintaining national harmony and stability and social positive values, and analyzes the reasons for the failure to do well in the development and expansion of the middle income class and the corresponding countermeasures from the angle of the government.
