中美聯(lián)合國維和行動(dòng)比較與合作空間分析

【摘要】：作為聯(lián)合國安理會(huì)兩大常任理事國,中國和美國在聯(lián)合國的維和行動(dòng)中都有較大投入,但在具體的維和過程中,兩國的側(cè)重點(diǎn)、原則理念和影響力也各不相同。美國在經(jīng)費(fèi)、人員培訓(xùn)和設(shè)備供給方面投入更多,而中國在維和人員的派遣方面貢獻(xiàn)更大,近些年中國也大幅度增加資金投入,以及重要崗位的人才培養(yǎng)和人員輸送;在維和理念上,中國強(qiáng)調(diào)在尊重主權(quán)和不干涉他國內(nèi)政的前提下堅(jiān)持維和三原則,而美國通常會(huì)要求他國接受美國民主制度的原則,并對武力使用標(biāo)準(zhǔn)更為寬松;在維和議程的設(shè)置上,美國一直以來都有較大影響力,中國相對較弱。中美兩國未來在維和行動(dòng)及在聯(lián)合國框架下介入國際和地區(qū)安全事務(wù)方面能夠?qū)崿F(xiàn)優(yōu)勢互補(bǔ),因此,中美在維和問題上仍有廣闊的合作空間。
[Abstract]:As two permanent members of the UN Security Council, both China and the United States have great investment in UN peacekeeping operations, but in the specific peacekeeping process, the two countries have different emphases, principles, and influence. The United States has invested more in funding, personnel training and equipment supply, while China has contributed more to the dispatch of peacekeepers. In recent years, China has also greatly increased its investment in funds, as well as the training and personnel transportation of important posts; In the concept of peacekeeping, China emphasizes the three principles of peacekeeping under the premise of respecting sovereignty and non-interference in the internal affairs of other countries, while the United States usually demands that other countries accept the principles of American democracy, and the criteria for the use of force are more relaxed. The United States has been influential in setting the peacekeeping agenda, and China is relatively weak. China and the United States will be able to complement each other in peacekeeping operations and in international and regional security affairs within the framework of the United Nations. Therefore, there is still broad room for cooperation on peacekeeping issues between China and the United States.
