【摘要】：中國人民政治協(xié)商會議自成立以來,一直在新中國的政治生活中扮演著十分重要而又特殊的政治角色。政協(xié)委員作為政協(xié)組織的成員,負有政治協(xié)商、民主監(jiān)督、參政議政的職責。對委員履職進行管理、提供服務是各級政協(xié)機關的重要工作。如何做好這些工作,并在此基礎上進行方式方法創(chuàng)新,提高管理工作水平,增強委員履行職責實效,是衡量各級政協(xié)機關委員履職管理水準高低的重要標志。隨著信息化時代的全面到來,政協(xié)組織通過電子政務建設的發(fā)展,利用信息化手段對政協(xié)委員履職進行管理,是政協(xié)事業(yè)創(chuàng)新發(fā)展的必然要求,是自身建設不可或缺的重要內容,是開創(chuàng)政協(xié)工作新局面的重要切入點。本文試圖對信息化背景下的政協(xié)委員履職管理現(xiàn)狀進行調查研究,調查運用信息化系統(tǒng)進行委員履職管理的工作情況,進行綜合分析,將發(fā)展實踐和管理運用中存在的客觀問題進行梳理并嘗試解答,爭取能由此將這些經驗給各級政協(xié)機關帶來一些工作上的啟示。本文選擇了已運用信息化系統(tǒng)的四川省政協(xié)委員管理部門工作人員作為調查對象,通過文獻研究法、調查法、統(tǒng)計分析法等多種研究方法,在搜集調查問卷、訪談走訪的基礎上,通過數據的獲取和統(tǒng)計,了解信息化背景下委員履職管理工作情況,總結歸納委員履職管理中取得的成就與經驗,找出工作實踐中存在的問題,并對調查結論進行積極探索,提出提高政協(xié)委員履職管理效果的對策建議,研究如何進一步做好委員履職管理工作,使委員履職管理達到最佳效果,為各級政協(xié)機關更有效開展委員履職管理工作提供參考依據和可行方案。
[Abstract]:Since its establishment, the Chinese people's political Consultative Conference has been playing a very important and special political role in the political life of the people's Republic of China. Members of the CPPCC, as members of the CPPCC, are responsible for political consultation, democratic supervision, and participation in political affairs. It is the important work of CPPCC organs at all levels to manage and provide services to CPPCC members. How to do these work well, and on the basis of which, how to innovate the ways and methods, improve the level of management work, and enhance the actual effect of the committee members' performing their duties are the important marks to measure the level of the CPPCC members at all levels in carrying out their duties and management. With the advent of the information age, it is necessary for CPPCC members to carry out their duties through the development of e-government and the management of CPPCC members by means of information technology, which is an inevitable requirement for the innovation and development of the cause of the Chinese people's political Consultative Conference (CPPCC). It is an indispensable part of self-construction and an important starting point for creating a new situation for CPPCC work. This paper attempts to investigate and study the status quo of CPPCC members' performance management under the background of information technology, investigate and use the information system to carry out the work of committee members' performance management, and conduct a comprehensive analysis. The objective problems existing in the development practice and management application are combed and tried to solve in order to bring some enlightenment to the CPPCC organs at all levels. In this paper, the staff of the management department of Sichuan CPPCC members who have applied the information system have been selected as the objects of investigation. Through the methods of literature research, investigation, statistical analysis and other research methods, the questionnaire is collected. On the basis of interview and visit, through the acquisition and statistics of data, we can understand the status of committee members' performance management under the background of information technology, sum up the achievements and experiences gained in the management of committee members' duties, and find out the problems existing in the work practice. The conclusion of the investigation is actively explored, the countermeasures and suggestions for improving the performance management effect of CPPCC members are put forward, and how to further improve the performance management of CPPCC members in order to achieve the best results, Provide reference basis and feasible plan for CPPCC organs at all levels to carry out the work of carrying out their duties more effectively.
