【摘要】：我國的政體是人民代表大會(huì)制度,基層人民代表大會(huì)是這一制度的邏輯起點(diǎn)和關(guān)鍵環(huán)節(jié)�；鶎尤嗣翊泶髸�(huì)選舉是我國社會(huì)主義民主建設(shè)事業(yè)的重中之重,是基層廣大群眾參與到國家事務(wù)中的重要途徑,同時(shí)也是我國民主政治的基礎(chǔ)。研究這一制度的發(fā)展演變以及現(xiàn)狀和完善具有重要的現(xiàn)實(shí)意義。本文擬分為四個(gè)部分,即概述,研究基層人大選舉制度的意義,我國基層人大選舉制度的現(xiàn)狀以及這一制度的完善建議。第一部分概述,主要闡述選舉制度的理論基礎(chǔ),這為后文的進(jìn)一步闡述做了理論準(zhǔn)備。第二部分闡述研究基層人民代表大會(huì)選舉制度的意義,從穩(wěn)固我國政治基礎(chǔ)、促進(jìn)社會(huì)和諧以及提高人民參與國家事務(wù)的積極性三個(gè)方面來具體分析。第三部分著眼于我國基層人民代表大會(huì)選舉制度的現(xiàn)狀,為后文提出改善建議提供現(xiàn)實(shí)依據(jù)。這一部分從我國基層人大選舉所取得的成績和存在的缺陷兩個(gè)方面入手,一方面對已取得的成績進(jìn)行肯定,另一方面對存在的缺陷進(jìn)行理性的分析,并借此為依據(jù),提出一些建設(shè)性的改善措施。最后一部分對更加健全我國現(xiàn)有的基層人大選舉制度提出建議。從完善候選人提名和介紹制度、選區(qū)的劃分、改善選舉組織機(jī)構(gòu)以及監(jiān)督機(jī)制四個(gè)方面著手,對完善這一制度提出具體路徑。
[Abstract]:The political system of our country is the system of people's Congress, and the basic people's Congress is the logical starting point and key link of this system. The election of the people's congresses at the grass-roots level is the most important part of the socialist democratic construction in our country. It is an important way for the masses at the grass-roots level to participate in the affairs of the state, and it is also the foundation of the democratic politics in our country. It is of great practical significance to study the development, evolution, present situation and perfection of this system. This paper is divided into four parts, that is, an overview of the significance of the basic people's Congress election system, the current situation of the basic people's Congress election system and the improvement of the system. The first part summarizes the theoretical basis of the electoral system, which makes theoretical preparation for further elaboration. The second part expounds the significance of studying the election system of the people's congresses at the grassroots level, and analyzes it concretely from three aspects: to stabilize the political foundation of our country, to promote social harmony and to improve the enthusiasm of the people to participate in state affairs. The third part focuses on the current situation of the election system of the grassroots people's congresses in China, and provides practical basis for the following suggestions for improvement. This part starts with the achievements and defects in the election of the people's congresses at the grass-roots level in China. On the one hand, it affirms the achievements made, on the other hand, it makes a rational analysis of the defects, and takes this as the basis. Put forward some constructive improvement measures. In the last part, the author puts forward some suggestions on how to improve the election system of the basic people's Congress. From four aspects of perfecting the system of nomination and introduction of candidates, the division of electoral district, the organization of election and the supervision mechanism, the paper puts forward the concrete path to perfect this system.
