【摘要】：多年來(lái),美國(guó)一直絕對(duì)主導(dǎo)著全球網(wǎng)絡(luò)治理的基本格局和走勢(shì)。作為美國(guó)總統(tǒng),特朗普對(duì)互聯(lián)網(wǎng)、網(wǎng)絡(luò)治理的價(jià)值主張和政策偏好,將極大影響美國(guó)政府的網(wǎng)絡(luò)空間戰(zhàn)略,進(jìn)而影響到全球網(wǎng)絡(luò)治理的基本格局、發(fā)展態(tài)勢(shì)和未來(lái)走勢(shì)。從特朗普百日新政與全球網(wǎng)絡(luò)治理相關(guān)的舉措可以看出,美國(guó)在互聯(lián)網(wǎng)領(lǐng)域長(zhǎng)期遵循的"自由、繁榮、安全"等價(jià)值觀和主張必將遭到?jīng)_擊、擾亂和動(dòng)搖;美國(guó)在全球網(wǎng)絡(luò)治理中的領(lǐng)導(dǎo)權(quán)將被削弱;特朗普對(duì)于主權(quán)優(yōu)先的熱愛(ài)與中國(guó)主張不謀而合,中美在全球網(wǎng)絡(luò)治理方面的沖突將大大減少。面對(duì)特朗普"美國(guó)優(yōu)先"而騰出的國(guó)際空間,中國(guó)要以更加主動(dòng)、積極的方式,站在全球視野參與甚至主導(dǎo)全球網(wǎng)絡(luò)空間的議程設(shè)置,盡早為這一全新的"命運(yùn)共同體"建立行之有效的全球性準(zhǔn)則。
[Abstract]:For many years, the United States has been the absolute dominant global network governance of the basic pattern and trend. As president of the United States, Trump's value proposition and policy preference for Internet and cybergovernance will greatly influence the U.S. government's cyberspace strategy, and then affect the basic pattern, development situation and future trend of global cybergovernance. From the measures of Trump's 100-day New deal and global network governance, it can be seen that the values and ideas of "freedom, prosperity and security" that the United States has long followed in the field of Internet will be impacted, disturbed and shaken. U.S. leadership in global cybergovernance will be weakened; Trump's love of sovereignty will coincide with China's claims, and the conflict between China and the United States over global cybergovernance will be greatly reduced. In the face of the international space vacated by Trump's "America first", China wants to participate in and even dominate the global cyberspace agenda in a more proactive and proactive manner, from a global perspective. Establish effective global norms for this brand-new "Community of Destiny" as soon as possible.
