【摘要】：政治參與是現(xiàn)代民主的核心�；ヂ�(lián)網(wǎng)信息技術(shù)的飛速發(fā)展,政治參與衍生出一種新的參與形式——網(wǎng)絡(luò)政治參與。大學(xué)生群體作為互聯(lián)網(wǎng)文化最為廣泛、最為活躍的受眾群體,網(wǎng)絡(luò)政治參與已經(jīng)成為其政治參與的主要形式。但同時也面臨著大學(xué)生網(wǎng)絡(luò)政治參與能力水平不足的問題,存在非理性、無序甚至群體極化的網(wǎng)絡(luò)政治參與行為。提升大學(xué)生的網(wǎng)絡(luò)政治參與能力,促進大學(xué)生的政治社會化進程,具有重要的理論和現(xiàn)實意義。本文以傳統(tǒng)的政治參與理論為基礎(chǔ),結(jié)合網(wǎng)絡(luò)政治參與和大學(xué)生自身的特點,采用思想政治教育、政治學(xué)、傳播學(xué)、社會學(xué)、倫理學(xué)多學(xué)科視域的方法,運用四川省大學(xué)生思想政治教育研究中心項目“大學(xué)生網(wǎng)絡(luò)公共參與研究”調(diào)查數(shù)據(jù),實證分析探討了大學(xué)生網(wǎng)絡(luò)政治參與的現(xiàn)狀和影響因素,并就培育大學(xué)生的網(wǎng)絡(luò)政治參與能力提出對策建議。大學(xué)生網(wǎng)絡(luò)政治參與能力包含六大構(gòu)成要素:網(wǎng)絡(luò)知識與技能、網(wǎng)絡(luò)政治信息獲取能力、網(wǎng)絡(luò)政治信息分析處理能力、網(wǎng)絡(luò)政治思考力、政治訴求網(wǎng)絡(luò)表達力、網(wǎng)絡(luò)政治影響力。大學(xué)生網(wǎng)絡(luò)政治參與能力的基本特征表現(xiàn)為:能動性、可塑性、交互性、層次性。通過數(shù)據(jù)統(tǒng)計分析,本項研究發(fā)現(xiàn):互聯(lián)網(wǎng)環(huán)境下,目前大學(xué)生群體的網(wǎng)絡(luò)政治參與能力整體處于中等水平,大學(xué)生網(wǎng)絡(luò)政治參與實踐存在著能力不足的問題,大學(xué)生的網(wǎng)絡(luò)政治參與能力還有很大的提升空間。究其原因,政府在大學(xué)生網(wǎng)絡(luò)政治參與活動中角色的缺失,學(xué)校教育、學(xué)校文化的落后缺失,家庭經(jīng)濟文化環(huán)境的不足,網(wǎng)絡(luò)環(huán)境的復(fù)雜性,大學(xué)生個體自身能力素養(yǎng)的不足等都會導(dǎo)致大學(xué)生網(wǎng)絡(luò)政治參與能力的缺失。文章的重點部分探討了大學(xué)生網(wǎng)絡(luò)政治參與能力培育的路徑�；趯Υ髮W(xué)生網(wǎng)絡(luò)政治參與能力的現(xiàn)狀和影響因素分析,本文從加強黨的領(lǐng)導(dǎo),引領(lǐng)大學(xué)生網(wǎng)絡(luò)政治參與正確的政治方向;加速推進“電子政府”建設(shè),構(gòu)建暢通的網(wǎng)絡(luò)政治參與平臺;深化高校教育教學(xué)改革,培育大學(xué)生網(wǎng)絡(luò)政治參與能力;營造良好家庭氛圍,打下堅實基礎(chǔ);加強網(wǎng)絡(luò)社會管理,健全網(wǎng)絡(luò)政治參與環(huán)境;大學(xué)生個體自育,提升大學(xué)生自身網(wǎng)絡(luò)政治參與能力素質(zhì)這六個方面提出一系列對策建議,形成合力,培育大學(xué)生的網(wǎng)絡(luò)政治參與能力。
[Abstract]:Political participation is the core of modern democracy. With the rapid development of Internet information technology, political participation gives rise to a new form of participation-network political participation. As the most extensive and active audience group of Internet culture, the network political participation has become the main form of college students' political participation. But at the same time, it also faces the problem that college students' ability of network political participation is insufficient, and there are irrational, disordered and even group polarization behaviors of network political participation. It is of great theoretical and practical significance to enhance college students' ability of participating in network politics and to promote the process of political socialization of college students. Based on the traditional theory of political participation, combined with the network political participation and the characteristics of college students, this paper adopts a multidisciplinary approach to ideological and political education, political science, communication, sociology and ethics. Based on the survey data of Sichuan University students' ideological and political Education Research Center Project "the study of College students' Network Public participation", this paper empirically analyzes the current situation and influencing factors of college students' network political participation. And put forward countermeasures and suggestions to cultivate college students' ability of participating in network politics. College students' ability to participate in network politics includes six elements: network knowledge and skills, network political information acquisition ability, network political information analysis and processing ability, network political thinking ability, political appeal network expression ability. Internet political influence. The basic characteristics of college students' ability to participate in network politics are as follows: initiative, plasticity, interaction and hierarchy. Through the statistical analysis of the data, this study finds that under the Internet environment, the network political participation ability of the college students is at the middle level, and there are some problems in the practice of the college students' network political participation. The university student's network political participation ability also has the very big enhancement space. The reasons are the lack of government role in college students' network political participation, the lack of school education and school culture, the deficiency of family economic and cultural environment, and the complexity of network environment. The deficiency of college students' ability and accomplishment will lead to the lack of college students' ability to participate in network politics. The key part of the article discusses the path of cultivating college students'network political participation ability. Based on the analysis of the current situation and the influencing factors of college students' network political participation, this paper, from strengthening the leadership of the Party, leading the college students to participate in the correct political direction of network politics, speeding up the construction of "electronic government", Constructing a smooth network political participation platform, deepening the education and teaching reform in colleges and universities, cultivating college students' network political participation ability, creating a good family atmosphere, laying a solid foundation, strengthening the network social management, improving the network political participation environment; This paper puts forward a series of countermeasures and suggestions in order to cultivate the college students' ability of participating in network politics in the six aspects of self-cultivation of college students and the improvement of their ability to participate in network politics.
