【摘要】：黨的十八屆五中全會提出了共享發(fā)展理念,共享發(fā)展理念的提出對于破解貧富差距加大、地區(qū)發(fā)展不均衡、階層固化等現(xiàn)實問題具有重要意義,但是實現(xiàn)共享發(fā)展也面臨著資本和權(quán)力階層的掣肘等諸多現(xiàn)實困境�；诖�,擬通過如下舉措創(chuàng)新共享發(fā)展的實現(xiàn)路徑:一是加強(qiáng)政策性共享體制機(jī)制供給,實現(xiàn)供需最優(yōu)搭配;二是加強(qiáng)就業(yè)、創(chuàng)業(yè)共享平臺建設(shè)和相關(guān)政策供給,實現(xiàn)供給側(cè)結(jié)構(gòu)性改革與勞動密集型就業(yè)群體發(fā)展實現(xiàn)有效對接;三是加強(qiáng)社會化共享助力網(wǎng)絡(luò)平臺供給,吸引更多社會化項目或人員加入社會化共享助力網(wǎng)絡(luò)平臺;四是完善可持續(xù)政策機(jī)制供給,實現(xiàn)多領(lǐng)域的生態(tài)文明;五是實施包容性發(fā)展舉措供給,建立和完善責(zé)任共擔(dān)、利益共享的體制機(jī)制。
[Abstract]:The fifth plenary session of the 18th CPC Central Committee put forward the concept of shared development, which is of great significance in solving such practical problems as widening the gap between the rich and the poor, uneven regional development, and class solidification. However, the realization of shared development also faces the constraints of capital and power class and many other practical difficulties. Based on this, the following measures are proposed to achieve innovative and shared development: first, to strengthen the policy sharing system mechanism supply, to achieve the optimal matching between supply and demand; second, to strengthen employment, entrepreneurship sharing platform construction and related policy supply. To realize the structural reform on the supply side and the development of the labor-intensive employment group to realize the effective docking; third, to strengthen the supply of the network platform of socialized sharing power, attract more socialized projects or personnel to join the network platform of the socialized sharing power; The fourth is to perfect the supply of sustainable policy mechanism to realize the ecological civilization in many fields, and the fifth is to implement the supply of inclusive development measures, and to establish and perfect the institutional mechanism of shared responsibility and benefit sharing.
