揚州市社區(qū)工作項目化研究

【摘要】：隨著社會經(jīng)濟的發(fā)展,現(xiàn)代社區(qū)建設(shè)的內(nèi)涵不斷豐富,社區(qū)服務(wù)內(nèi)容也越來越廣泛。但社區(qū)本身資源有限、服務(wù)對象需求多元化等問題也日益凸顯,以往傳統(tǒng)的社區(qū)服務(wù)模式與方法,已不能滿足新形勢下居民的需要。項目化管理的理念和模式為提升社區(qū)服務(wù)水平,引入了新的切入點。如何將項目有效融入社區(qū)工作,形成有特色的社區(qū)項目化服務(wù)模式,適應(yīng)社會環(huán)境的變化、服務(wù)對象的日益多元的服務(wù)需求,成為開展社區(qū)工作項目化的焦點。社區(qū)工作實行項目化管理,是時下社區(qū)建設(shè)的發(fā)展趨勢,項目化理念的引入和項目過程控制、目標(biāo)控制方法的引進,逐步提升社區(qū)工作整體工作水平,不斷增強居民生活在社區(qū)的幸福感,直接促進社會和諧穩(wěn)定發(fā)展。本文通過對揚州市社區(qū)工作項目化開展過程的全面把握,結(jié)合國內(nèi)專家學(xué)者對社區(qū)工作項目化研究的現(xiàn)狀,闡述社區(qū)、社區(qū)建設(shè)、項目化的含義,探討在社區(qū)開展服務(wù)項目化的可能性和必要性,分析揚州市近三年來社區(qū)工作項目化的開展過程及變化趨勢,剖析社區(qū)工作項目化對社區(qū)建設(shè)的主要功能:整合與獲取有效資源,科學(xué)設(shè)計并提供高效為民服務(wù),推動專業(yè)社會工作在社區(qū)的深度發(fā)展,促進居民間良好互動。結(jié)合數(shù)據(jù)分析,通過走訪項目相關(guān)主體,了解各主體對社區(qū)工作項目化的評價,提出了社區(qū)工作項目化運行中存在的一些問題,如項目化內(nèi)容較廣,社區(qū)不愿或不能聚焦,實施過程中專業(yè)化程度不夠,評估標(biāo)準(zhǔn)尚待繼續(xù)完善,項目周期與成果轉(zhuǎn)化需進一步關(guān)注等等。針對上述問題,本文初步提出了相應(yīng)的應(yīng)對建議,即優(yōu)化項目分類,實行多樣化分類;在再次分類基礎(chǔ)上,根據(jù)項目種類與項目特征建立科學(xué)評估體系;以考核為導(dǎo)向,強化項目實施中的專業(yè)化程度。最后,本文對揚州市項目化和社區(qū)工作進行了回顧與思考,希望得到社會工作學(xué)界的進一步重視并開展深入研究,繼續(xù)推動社區(qū)工作專業(yè)化進程。
[Abstract]:With the development of society and economy, the connotation of modern community construction is constantly enriched and the content of community service is becoming more and more extensive. However, the resources of the community are limited and the needs of the service objects are becoming more and more prominent. The traditional mode and method of community service can not meet the needs of the residents in the new situation. In order to improve the community service level, a new entry point has been introduced. How to integrate the project into the community work effectively, form a characteristic community project service model, adapt to the changes in the social environment and the increasingly diverse service needs of the service objects, have become the focus of the development of the community work item. The project management of the community work is the time. The development trend of the community construction, the introduction of the project concept and the project process control, the introduction of the target control method, gradually improve the overall working level of the community work, constantly enhance the well-being of the residents living in the community, and directly promote the harmonious and stable development of the society. This article through the comprehensive process of community work in Yangzhou On the basis of the present situation of the research on community work project based on the domestic experts and scholars, this paper expounds the meaning of community, community construction and project, probes into the possibility and necessity of developing the service project in the community, analyzes the development process and the changing trend of the community work project in Yangzhou in the last three years, and analyzes the community construction project to the community construction. The main functions: integrate and obtain effective resources, scientifically design and provide efficient service for the people, promote the development of professional social work in the community, and promote good interaction among the residents. Through the analysis of data, by visiting relevant subjects of the project, we understand the evaluation of the project of the community work by the main bodies, and put forward the operation of the community work in the project operation. There are some problems, such as the broad content of the project, the reluctance or inability of the community to focus, the lack of specialization in the process of implementation, the standard of evaluation and the need for further improvement, and the need for further attention to the project cycle and the transformation of the results. On the basis of the re classification, the scientific evaluation system is set up according to the types and characteristics of the project, and the degree of specialization in the implementation of the project is strengthened.
