【摘要】：社區(qū)是具有共同利益的社區(qū)居民所組成的生活共同體。社區(qū)居民集體行動是實現(xiàn)社區(qū)居民集體福利最大化的必備條件。但在社區(qū)治理實踐中,個人理性導致集體非理性,存在集體行動困境。囚徒困境模型、公地悲劇模型、搭便車模型從經(jīng)濟學視角解釋了社區(qū)居民集體行動困境的根源。在社區(qū)治理中,激勵社區(qū)居民集體行動的舉措有:明晰社區(qū)物品產(chǎn)權,明確主體責任;對社區(qū)居民參與集體行動的選擇性激勵;完善社區(qū)治理結構,搭建居民集體行動平臺,變居民單次博弈為重復博弈。
[Abstract]:Community is a community of life composed of community residents with common interests. Collective action of community residents is the necessary condition to maximize the collective welfare of community residents. But in the practice of community governance, individual rationality leads to collective irrationality and collective action dilemma. The model of prisoners' dilemma, the tragedy of Commons and the free rider model explain the root of community residents' collective action dilemma from the angle of economics. In community governance, the measures to motivate community residents' collective action include: clear community property rights, clear responsibility of main body; selective incentive for community residents to participate in collective action; perfect community governance structure, build community collective action platform. Change resident single game to repeat game.
