【摘要】：黨的十八大提出了到2020年全面建成小康社會的奮斗目標(biāo)，并根據(jù)國內(nèi)外形勢的新變化，在經(jīng)濟(jì)、政治、文化、社會和生態(tài)文明建設(shè)五個方面提出了新要求。其中，政治上的目標(biāo)就是使人民民主不斷擴(kuò)大，依法治國方略全面落實。隨著中國經(jīng)濟(jì)社會的發(fā)展，農(nóng)民工成為了中國產(chǎn)業(yè)工人的重要組成部分，為社會主義現(xiàn)代化建設(shè)做出了巨大貢獻(xiàn)。但受城鄉(xiāng)二元體制、不完善的法律法規(guī)政策、落后的經(jīng)濟(jì)地位及自身素質(zhì)偏低等因素的影響，當(dāng)代中國農(nóng)民工政治參與的狀況不盡如人意，存在著參政意識淡薄、參政組織不完善、參政渠道不暢通等方面的問題。因此，研究當(dāng)代中國農(nóng)民工政治參與問題，，對于推進(jìn)中國政治民主化進(jìn)程和實施依法治國方略具有重要的意義。 本文從農(nóng)民工政治參與的基本理論及意義、農(nóng)民工政治參與的現(xiàn)狀、制約農(nóng)民工政治參與的原因以及對策思考等幾個方面進(jìn)行了系統(tǒng)的研究和闡述。 第一部分：緒論。主要介紹選題背景及意義、研究現(xiàn)狀、創(chuàng)新之處和不足之處以及研究方法。 第二部分：農(nóng)民工政治參與的概述及意義。對農(nóng)民工的涵義、形成和發(fā)展歷程以及農(nóng)民工政治參與的特點及類型等基本理論進(jìn)行了闡述，指出加強(qiáng)農(nóng)民工政治參與，對全面建成小康社會、發(fā)展社會主義民主政治、促進(jìn)社會和諧穩(wěn)定以及農(nóng)村各項事業(yè)的發(fā)展和農(nóng)民工自身利益的維護(hù)方面，都有重要的意義。 第三部分：農(nóng)民工政治參與的現(xiàn)狀及制約因素。改革開放后，當(dāng)代中國農(nóng)民工的政治參與取得了一定的成績，但依然存在著參政意識淡薄、參政組織不健全、參政渠道單一等問題，并從城鄉(xiāng)二元體制的制約、不完善的法律法規(guī)政策、落后的經(jīng)濟(jì)地位及農(nóng)民工自身素質(zhì)偏低等方面分析了原因。 第四部分：提出擴(kuò)大農(nóng)民工政治參與的對策。包括：加強(qiáng)農(nóng)民工的教育培訓(xùn)、加強(qiáng)參政組織建設(shè)、拓寬農(nóng)民工的政治參與渠道以及提高農(nóng)民工的經(jīng)濟(jì)地位等。
[Abstract]:The eighteen Party of the party put forward the goal of building a well-off society in an all-round way by 2020. According to the new changes at home and abroad, new requirements have been put forward in the five aspects of economic, political, cultural, social and ecological civilization construction. The political goal is to make the people's democracy expand and implement the country according to law. With the development of economic society, migrant workers have become an important part of Chinese industrial workers and made great contributions to the socialist modernization. However, the political participation of migrant workers in contemporary China is not as much as the two yuan system in urban and rural areas, imperfect laws and regulations, backward economic status and their own low quality. As a result, it is of great significance to study the political participation of Chinese migrant workers in the process of political democratization and the strategy of governing the country according to law.
This paper systematically studies and expounds the basic theory and significance of the political participation of migrant workers, the status of the political participation of migrant workers, the reasons for restricting the political participation of migrant workers and the countermeasures and so on.
The first part: introduction. It mainly introduces the background and significance of the topic, the current research situation, the innovations and shortcomings, as well as the research methods.
The second part: the overview and significance of the political participation of migrant workers. The basic theories of the meaning, formation and development of migrant workers, the characteristics and types of peasant workers' political participation are expounded. It is pointed out that strengthening the political participation of migrant workers, building a well-off society in an all-round way, developing socialistic democratic politics, and promoting social harmony and stability, The development of various undertakings in rural areas and the safeguarding of the interests of migrant workers are of great significance.
The third part: the status and restrictive factors of the political participation of migrant workers. After the reform and opening up, the political participation of the migrant workers in contemporary China has made certain achievements, but there are still some problems, such as weak participation in political participation, unsound participation in political participation and the single channel of political participation, and from the constraints of the two yuan system in urban and rural areas, imperfect laws and regulations, and backward policies. Economic status and low self quality of migrant workers are analyzed.
The fourth part: put forward the countermeasures to expand the political participation of migrant workers, including: strengthening the education and training of migrant workers, strengthening the construction of political participation, widening the political participation channels of migrant workers, and improving the economic status of migrant workers.
