“多速歐洲”的發(fā)展及其對(duì)中歐關(guān)系的影響

【摘要】:在歐盟發(fā)展和壯大的歷史中,"多速歐洲"理念曾多次引發(fā)整個(gè)歐洲范圍內(nèi)學(xué)界和政界的熱議與辯論。同時(shí),歐元區(qū)的啟動(dòng)、申根區(qū)的擴(kuò)大等則被視作是"多速歐洲"的具體實(shí)踐。近年來,為了走出一體化發(fā)展停滯的困境,歐盟發(fā)展出了包括"選擇性退出""開放式協(xié)調(diào)"和"強(qiáng)化合作"在內(nèi)的一系列政策工具,以實(shí)現(xiàn)部分成員國(guó)在某些領(lǐng)域共有的深入一體化需求。在應(yīng)對(duì)2008年爆發(fā)的金融危機(jī)中,歐盟也進(jìn)一步積累了這方面的經(jīng)驗(yàn)。當(dāng)前,"多速歐洲"以一種更加公開的方式被歐盟廣泛提出和討論,成為未來深入一體化的一大可選路徑。以歐洲經(jīng)濟(jì)貨幣聯(lián)盟治理改革為引領(lǐng)的"多速歐洲"發(fā)展模式將可能引發(fā)歐盟內(nèi)部機(jī)構(gòu)和對(duì)外戰(zhàn)略的改變,也對(duì)中歐關(guān)系的未來發(fā)展產(chǎn)生深遠(yuǎn)影響。
[Abstract]:In the history of the development and expansion of the European Union, the concept of "multi-speed Europe" has repeatedly aroused heated debate and debate in the academic and political circles throughout Europe. Meanwhile, the start of the euro zone and the expansion of the Schengen zone are seen as concrete practices of multi-speed Europe. In recent years, in order to overcome the stagnation of integration, the European Union has developed a series of policy tools, including "selective exit", "open coordination" and "enhanced cooperation." In order to achieve some member countries in certain areas of deep integration needs. In response to the 2008 financial crisis, the European Union has further accumulated experience in this area. At present, multi-speed Europe has been widely proposed and discussed by the EU in a more open way, and has become an alternative path for further integration in the future. The "multi-speed European" development model, led by the reform of the governance of the European Economic and Monetary Union (EMU), will probably lead to changes in the EU's internal institutions and foreign strategies, and will also have a profound impact on the future development of China-EU relations.
