【摘要】：隨著社會(huì)經(jīng)濟(jì)、醫(yī)療衛(wèi)生的發(fā)展,人們生活質(zhì)量不斷提高,壽命延長(zhǎng)促使人口老齡化問(wèn)題的加劇,在養(yǎng)老問(wèn)題的嚴(yán)峻形勢(shì)下,我國(guó)的大多數(shù)老年人慢慢不再一味追求方便的選擇機(jī)構(gòu),而是注重歸屬感和精神需求的選擇在家中養(yǎng)老的這種方式。政府購(gòu)買居家養(yǎng)老服務(wù)是我國(guó)居家養(yǎng)老步入專業(yè)化過(guò)程中邁出的關(guān)鍵一步,因此在服務(wù)型政府的建設(shè)下,政府的職能也發(fā)生了轉(zhuǎn)變,還有非營(yíng)利機(jī)構(gòu)組織和其他社會(huì)機(jī)構(gòu)的蓬勃發(fā)展以及社區(qū)服務(wù)效率的提高這一系列的社會(huì)大背景下,我國(guó)有能力并且有需要推進(jìn)政府購(gòu)買居家養(yǎng)老服務(wù),以促進(jìn)居家型這一養(yǎng)老模式能夠更大程度上滿足老年人越來(lái)越多樣化的需求。由于政府購(gòu)買服務(wù)在我國(guó)起步較晚,現(xiàn)在還處于起步發(fā)展的階段,存在了大量的問(wèn)題,例如政府與社會(huì)組織、與社區(qū)的合作機(jī)制不完善,合作方式?jīng)]有針對(duì)性,缺乏專業(yè)的服務(wù)人才和服務(wù)計(jì)劃,在監(jiān)管方面存在漏洞,服務(wù)效率與質(zhì)量較低。因此,本文針對(duì)我國(guó)政府在現(xiàn)階段情況下,在購(gòu)買居家養(yǎng)老服務(wù)的發(fā)展現(xiàn)狀及出現(xiàn)的問(wèn)題困境基礎(chǔ)上,首先更進(jìn)一步探析國(guó)內(nèi)外的不同購(gòu)買模式及其優(yōu)缺點(diǎn),根據(jù)各地實(shí)際情況選擇適合自己的模式。其次,提出了在購(gòu)買項(xiàng)目的運(yùn)作過(guò)程管理與監(jiān)督體系發(fā)展的基本策略。最后,提出購(gòu)買項(xiàng)目的績(jī)效評(píng)估方法,以完善評(píng)估體系,使政府提高服務(wù)的購(gòu)買效率與服務(wù)供給的質(zhì)量,進(jìn)一步完善我國(guó)居家養(yǎng)老的服務(wù)體系建設(shè)。
[Abstract]:With the development of social economy, medical and health care, the quality of life of people has been improved constantly, and the life expectancy has been prolonged to aggravate the problem of aging of the population. The majority of the elderly people in our country are not blindly pursuing the convenient choice of institutions, but pay more attention to the choice of the sense of belonging and spiritual needs in the way of providing for the aged at home. It is a key step for the government to purchase the family pension service in our country, so the function of the government has also changed under the construction of the service-oriented government. There is also the booming development of non-profit organizations and other social institutions and the improvement of community service efficiency. In this series of social backgrounds, China has the ability and the need to promote the government to purchase home pension services. In order to promote the home-type pension model to a greater extent to meet the increasing diversity of the needs of the elderly. Due to the late start of government purchase service in China, it is still in the initial stage of development, there are a lot of problems, such as the government and social organizations, the cooperation mechanism with the community is not perfect, the mode of cooperation is not targeted. Lack of professional service personnel and service plan, there are loopholes in supervision, service efficiency and quality is low. Therefore, this article aims at our country government in the present stage situation, in the purchase home old age service development present situation and the question difficult position foundation, first further analyzes the domestic and foreign different purchase pattern and its advantage and disadvantage. According to the actual situation around the choice of their own model. Secondly, the paper puts forward the basic strategy of management and supervision system development in purchasing project operation process. Finally, the performance evaluation method of purchase project is put forward to perfect the evaluation system, to make the government improve the efficiency of service purchase and the quality of service supply, and to further perfect the construction of service system for the aged at home in our country.
