【摘要】：隨著我國社會進(jìn)步、人民生活的改善和健康水平的提高,老齡人口數(shù)量不斷攀升,老年人群體不斷壯大,因人口老齡化引發(fā)的一系列養(yǎng)老問題已成為全社會關(guān)注的一個(gè)重要課題。然而,伴隨家庭日趨小型化,因社會轉(zhuǎn)型而帶來的工作壓力增加和生活節(jié)奏加快等原因,家庭養(yǎng)老模式面臨著前所未有的挑戰(zhàn)。而且,由于受一些條件的制約,很多地區(qū)出現(xiàn)了高檔老年公寓住不進(jìn),公立養(yǎng)老機(jī)構(gòu)等不起的怪象。為此,一種老年人雖身在家中居住卻能享受到家門口的養(yǎng)老院式服務(wù)的社會化養(yǎng)老模式——居家養(yǎng)老服務(wù)被越來越多的人所青睞。本文研究的主要內(nèi)容是張家港市南豐鎮(zhèn)的居家養(yǎng)老服務(wù)模式。該鎮(zhèn)通過多年來不斷地實(shí)踐,探索出了一些值得推廣和借鑒的社會管理特色經(jīng)驗(yàn),在養(yǎng)老工作上也取得了一些成績,基本形成了以社區(qū)養(yǎng)老為基礎(chǔ)、機(jī)構(gòu)養(yǎng)老為支撐、虛擬養(yǎng)老為輔助、功能完善、布局合理、規(guī)模適度、覆蓋城鄉(xiāng)的多元化居家養(yǎng)老服務(wù)模式。本文選取南豐鎮(zhèn)4個(gè)村、2個(gè)社區(qū)300名老年人進(jìn)行問卷調(diào)查,通過對有效問卷進(jìn)行整理分析,查找南豐鎮(zhèn)居家養(yǎng)老服務(wù)工作當(dāng)前存在的問題,如居家養(yǎng)服務(wù)老工作存在服務(wù)評估體系不完善、服務(wù)內(nèi)容與需求不對接、社區(qū)醫(yī)療水平較低等諸多問題。因此,在參考國內(nèi)外的居家養(yǎng)老服務(wù)實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)之上,結(jié)合南豐鎮(zhèn)目前存在的實(shí)際問題和原因,文中給出了構(gòu)建農(nóng)村居家養(yǎng)老服務(wù)模式的新思路,包括提供較完整的政策支持、加強(qiáng)社區(qū)基礎(chǔ)設(shè)施建設(shè)、完善從業(yè)人員培訓(xùn)制度、建立服務(wù)評估指標(biāo)體系、拓展資金籌集渠道等。
[Abstract]:With the progress of our society, the improvement of the people's life and the improvement of the health level, the number of the aged population is rising and the population of the elderly is growing. A series of old-age problems caused by the aging of the population have become an important topic of concern for the whole society. However, the work pressure brought about by the transformation of the society has been accompanied by the growing miniaturization of the family. The family pension model is facing unprecedented challenges because of the increase and the accelerated pace of life. Moreover, due to the constraints of some conditions, many areas have appeared the strange phenomenon that the senior elderly apartment is not living and the public pension institution can't afford it. For this reason, a kind of elderly people who live in the home can enjoy the old-age care service at home. In this paper, the main content of this paper is the service mode of home care for the elderly in Nanfeng Town, Zhangjiagang. Through many years of practice, the town has explored some special experience of social management worth popularizing and drawing lessons from, and has also achieved some in the old-age work. The results, basically formed a community pension based, institutional support for the support, virtual endowment as the auxiliary, function perfect, reasonable layout, appropriate scale, covering the urban and rural pluralistic home pension service mode. This paper selected 4 villages in Nanfeng Town, 2 communities of 300 elderly people to conduct a questionnaire survey, through the analysis of effective questionnaires, search and analysis, search The existing problems existing in the home old-age service work in Nanfeng Town, such as the imperfect service evaluation system of the old household service, the lack of service content and demand, and the low level of community medical treatment. Therefore, on the basis of reference to the practical experience of home and home care service at home and abroad, it combines the existing reality of Nanfeng town. Problems and reasons, the article gives a new way to build a rural home old-age service mode, including providing more complete policy support, strengthening the construction of community infrastructure, improving the training system of employees, setting up a service evaluation index system and expanding the financing channels.
