安徽民進(jìn)參與公共政策制定研究

【摘要】:公共政策制定是指政府等公共權(quán)力部門(mén)為了解決社會(huì)中出現(xiàn)的某個(gè)公共問(wèn)題,維護(hù)全體公民的長(zhǎng)遠(yuǎn)利益,通過(guò)出臺(tái)法律法規(guī)等形式,在全社會(huì)推廣并強(qiáng)制執(zhí)行的過(guò)程。在當(dāng)前經(jīng)濟(jì)結(jié)構(gòu)多元化、社會(huì)階層多樣化、利益訴求復(fù)雜化的背景下,經(jīng)濟(jì)利益主體間、經(jīng)濟(jì)利益與社會(huì)利益之間的沖突也越來(lái)越明顯。此時(shí),原本維護(hù)社會(huì)公平秩序的公共政策變成一種稀缺資源,這給公共政策的制定帶來(lái)了新的挑戰(zhàn)。公共政策制定者,在考慮政策目標(biāo)、設(shè)計(jì)政策方案、確定政策方案的過(guò)程中,若是不能廣泛聽(tīng)取和吸納社會(huì)各個(gè)方面的合理訴求和意見(jiàn),公共政策一出臺(tái)可能得不到廣大政策對(duì)象的認(rèn)可,也就不能節(jié)約執(zhí)行成本、減少社會(huì)矛盾,最終達(dá)到預(yù)定的公共政策目標(biāo)。當(dāng)前,我國(guó)正處于社會(huì)轉(zhuǎn)型與快速發(fā)展時(shí)期,社會(huì)各個(gè)階層對(duì)于公共政策制定參與由計(jì)劃經(jīng)濟(jì)時(shí)期的被動(dòng)變?yōu)橹鲃?dòng),公民主人翁意識(shí)覺(jué)醒,民主政治觀念全社會(huì)深化。我國(guó)實(shí)行的中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)多黨合作和政治協(xié)商的政治制度,是實(shí)現(xiàn)社會(huì)主義民主政治的重要方式。民主黨派具有特殊的政治優(yōu)勢(shì)和天然的人才優(yōu)勢(shì),能夠聯(lián)系到不同的社會(huì)群體和階層,可以反映社會(huì)各階層的社會(huì)訴求,使公共政策的制定更加科學(xué)和民主。2015年9月,中國(guó)共產(chǎn)黨中央印發(fā)了《中國(guó)共產(chǎn)黨統(tǒng)一戰(zhàn)線工作條例(試行)》指出"民主黨派的基本職能是參政議政、民主監(jiān)督,參加中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的政治協(xié)商。""民主黨派和無(wú)黨派人士參政的主要內(nèi)容是.·參加國(guó)家政權(quán),參與重要方針政策、重要領(lǐng)導(dǎo)人選的協(xié)商,參與國(guó)家事務(wù)的管理,參與國(guó)家方針政策、法律法規(guī)的制定和執(zhí)行。"民主黨派參政議政的職能表明民主黨派的履行職能的過(guò)程很大程度上與公共政策緊密聯(lián)系。論文首先概述了選題的研究背景和意義,我國(guó)民主黨派參與公共政策制定的發(fā)展演變、基本途徑與方式和意義。然后介紹了安徽民進(jìn)的組織情況、近年參與公共政策制定的主要內(nèi)容、所取得的成績(jī)和歷史經(jīng)驗(yàn)。以安徽民進(jìn)為例,分析了在參與公共政策制定中存在的問(wèn)題及其原因,最后總結(jié)了完善民主黨派參與公共政策制定的對(duì)策。論文從安徽民進(jìn)出發(fā),旨在通過(guò)其參與公共政策制定現(xiàn)狀進(jìn)行分析,指出民主黨派在參與公共政策中所遇到的問(wèn)題、探討相關(guān)的對(duì)策。以個(gè)體反映整體,一方面對(duì)于公眾增加對(duì)民主黨派的認(rèn)識(shí),提高民主黨派影響力有積極的意義,同時(shí)也有助于總結(jié)民主黨派履職過(guò)程中的不足,為民主黨派進(jìn)一步加強(qiáng)自身建設(shè)指明方向;另一方面對(duì)于政策制定者更好的統(tǒng)籌協(xié)調(diào)社會(huì)各階層的利益訴求,實(shí)現(xiàn)公共政策制定過(guò)程中的民主化和科學(xué)化。
[Abstract]:Public policy making refers to the process that the government and other public power departments popularize and enforce the whole society in order to solve a public problem and safeguard the long-term interests of all citizens through the introduction of laws and regulations. Under the background of diversification of economic structure, diversification of social stratum and complexity of interest demands, the conflicts between economic interests and social interests are becoming more and more obvious. At this time, the public policy of maintaining social fairness and order has become a scarce resource, which brings new challenges to the formulation of public policy. Public policy makers, in the process of considering policy objectives, designing policy plans, and defining policy options, if they cannot extensively listen to and absorb reasonable demands and opinions from all aspects of society, As soon as the public policy is introduced, it may not be approved by the broad policy object, and it will not save the execution cost, reduce the social contradiction, and finally reach the target of the public policy. At present, China is in the period of social transformation and rapid development. The participation of all social strata in public policy formulation has changed from passive to active in the period of planned economy, the citizen's sense of ownership has awakened, and the concept of democratic politics has deepened in the whole society. The Chinese Communist Party's political system of leading multi-party cooperation and political consultation is an important way to realize socialist democratic politics. The democratic parties have special political advantages and natural talent advantages, can relate to different social groups and strata, can reflect the social demands of all sectors of society, and make the formulation of public policies more scientific and democratic. September 2015, The CPC Central Committee issued the regulations on the United Front work of the Communist Party of China (try out) and pointed out that "the basic functions of the democratic parties are to participate in government affairs, democratic supervision, and to participate in the political consultations led by the Communist Party of China." The main contents of the participation of democratic parties and persons without party affiliation in politics are: to participate in state power, to participate in important principles and policies, to consult important leaders, to participate in the management of state affairs, to participate in the formulation and implementation of state principles and policies, and to formulate laws and regulations. " The democratic party's function of participating in the government and discussing the government shows that the process of performing the function of the democratic party is closely related to the public policy to a great extent. Firstly, the paper summarizes the research background and significance of the topic, the development and evolution of democratic parties' participation in public policy formulation, the basic ways and means and significance. Then it introduces the organization of Anhui people's movement, the main contents of public policy making in recent years, the achievements and historical experience. Taking the people's movement in Anhui as an example, this paper analyzes the problems existing in the process of participating in the formulation of public policies and their causes, and finally summarizes the countermeasures for perfecting the democratic parties' participation in the formulation of public policies. This paper aims at analyzing the current situation of the participation of the democratic parties in public policy making, pointing out the problems encountered by the democratic parties in participating in the public policy, and discussing the relevant countermeasures. Reflecting the whole by individuals, on the one hand, has positive significance for the public to increase their understanding of the democratic parties and increase their influence, but also helps to sum up the shortcomings of the democratic parties in the process of performing their duties. On the other hand, it points out the direction for the democratic parties to further strengthen their own construction; on the other hand, it is better for the policy makers to coordinate the interests of all social strata as a whole, and to realize the democratization and scientization in the process of making public policies.
