【摘要】：民族政治參與是民族政治的重要議題,也是多民族國家政治發(fā)展的重要內(nèi)容。依托當(dāng)今世界流行的比例代表制,一些國家的少數(shù)民族群體利用政黨競選、公民投票、推選代表等方式獲得了政治發(fā)聲機會。諸多國家制定的比例代表制框架下的民族政治參與制度,一定程度上保障了少數(shù)民族群體的參與機會,另一方面也為少數(shù)民族群體融入更加廣闊的政治舞臺提供了通道。受到國家結(jié)構(gòu)、民主水平、身份承認(rèn)等多種因素的影響,比例代表制中的民族政治參與呈現(xiàn)出不同的方式,不同方式也決定了少數(shù)民族群體權(quán)益的實現(xiàn)程度不同。我國人民代表大會制度中的少數(shù)民族代表名額分配規(guī)定體現(xiàn)了中國特色的少數(shù)民族政治參與保障。
[Abstract]:National political participation is an important issue of national politics, and also an important content of political development in multi-national countries. Relying on the popular proportional representation system in the world today, minority groups in some countries have gained political voice by means of party elections, referendums, election representatives, etc. The national political participation system established by many countries under the frame of proportional representation system, to some extent, ensures the participation opportunities of minority groups, on the other hand, it also provides a channel for minority groups to integrate into a broader political stage. Influenced by national structure, democratic level, identity recognition and other factors, the political participation of ethnic groups in proportional representation system presents different ways, and different ways also determine the realization degree of minority groups' rights and interests. The quota of ethnic minority deputies in the system of people's Congress of China embodies the guarantee of ethnic minority political participation with Chinese characteristics.
