【摘要】：我國已進入老齡化社會,養(yǎng)老問題和老年人醫(yī)療需求問題成為社會關(guān)注的焦點。隨著家庭養(yǎng)老模式功能的逐漸弱化,機構(gòu)養(yǎng)老服務(wù)模式成為老年人安享晚年的重要選擇之一,然而大多數(shù)養(yǎng)老機構(gòu)面臨著無法滿足老年人就醫(yī)需求的問題,在這一形勢下,“醫(yī)養(yǎng)結(jié)合”機構(gòu)養(yǎng)老服務(wù)模式被寄予厚望,目前該模式在全國還處于初級探索階段。廣西地處我國西部,是一個集邊疆、多民族、多山、多貧困人口等特征為一體的少數(shù)民族自治地區(qū),由于經(jīng)濟發(fā)展水平、人口分布特征以及文化差異等因素,廣西民族地區(qū)養(yǎng)老模式的形成自然具有不同于中東部和漢族地區(qū)的特殊規(guī)律和特點,而當前國內(nèi)的研究大都集中于對中東部地區(qū)和漢族地區(qū)進行,針對這些地區(qū)提出的構(gòu)建完善的醫(yī)養(yǎng)結(jié)合型機構(gòu)養(yǎng)老服務(wù)體系的措施和政策建議,對于廣西民族地區(qū)的養(yǎng)老服務(wù)而言缺乏較強的指導性,因而有必要圍繞廣西的實際情況進行有針對性的研究。本文通過對廣西少數(shù)民族地區(qū)不同養(yǎng)老機構(gòu)規(guī)模、經(jīng)營情況,以及具有醫(yī)養(yǎng)結(jié)合的養(yǎng)老機構(gòu)現(xiàn)狀進行分析,基于養(yǎng)老需求的角度,探尋“老有所養(yǎng),老有所醫(yī)”的醫(yī)養(yǎng)結(jié)合型機構(gòu)養(yǎng)老的服務(wù)模式,得出影響醫(yī)養(yǎng)結(jié)合型機構(gòu)養(yǎng)老服務(wù)發(fā)展的因素,利用政策創(chuàng)新,實現(xiàn)醫(yī)療和養(yǎng)老資源的整合,推動醫(yī)養(yǎng)結(jié)合型機構(gòu)養(yǎng)老服務(wù)模式的發(fā)展。
[Abstract]:China has entered an aging society, pension problems and medical needs of the elderly have become the focus of attention. With the gradual weakening of the function of the family old-age care model, the institutional old-age care service model has become one of the important choices for the elderly in their old age. However, most pension institutions are facing the problem that they cannot meet the medical needs of the elderly. The mode of institutional old-age service is highly expected, and it is still in the primary stage of exploration in the whole country. Guangxi is located in the western part of China. It is an autonomous region of ethnic minorities with the characteristics of border areas, ethnic groups, mountains, and poor people. Due to factors such as the level of economic development, the characteristics of population distribution and cultural differences, The formation of the pension model in Guangxi ethnic areas is naturally different from that of the central and eastern regions and the Han nationality regions. However, the current domestic studies are mostly focused on the central and eastern regions and the Han nationality areas. In view of these areas, the measures and policy suggestions for the establishment of a perfect system of medical and nursing institutional old-age care service are lack of strong guidance for the pension service in Guangxi ethnic areas. Therefore, it is necessary to carry out targeted research around the actual situation in Guangxi. Based on the analysis of the scale and management of different pension institutions in the minority areas of Guangxi, and the present situation of the pension institutions with the combination of medical care and support, this paper, based on the demand for the aged, explores "the sense of security and security for the elderly". The old-age service mode of "medical and nursing combination organization", draws the factors that influence the development of medical and support organization old-age service, and realizes the integration of medical treatment and old-age resources by policy innovation. To promote the development of the old-age service model of the medical institution.
