【摘要】：[目的/意義]金融行動特別工作組(FATF)在全球反洗錢和反恐怖融資領域處于核心地位,發(fā)揮著重要的指導、協(xié)調作用。研究金融行動特別工作組的恐怖融資類型研究報告,有助于我們借鑒國際經(jīng)驗,重視金融情報信息在反恐怖融資中的關鍵作用,通過有效防控恐怖融資活動,達到從根本消除恐怖活動的目的。[方法/過程]運用文獻研究法,對金融行動特別工作組歷年發(fā)布的研究報告進行梳理研究,解讀并細化國際恐怖融資的目的、資金來源、資金流轉渠道。[結果/結論]提出金融情報信息與反恐情報信息的有機結合,是打擊恐怖活動的最有效方式。深度挖掘應用金融情報信息,建立起強有力的反洗錢與打擊恐怖融資的情報工作機制是反恐怖融資的關鍵之舉。
[Abstract]:The Financial Action Task Force (FATF) plays an important guiding and coordinating role in the field of global anti-money laundering and anti-terrorist financing. The study of the Financial Action Task Force (FATF) study on the types of terrorist financing will help us learn from international experience and attach importance to the key role of financial intelligence information in counter-terrorism financing through effective prevention and control of terrorist financing activities. To achieve the goal of radical elimination of terrorist activities. [method / process] using the method of literature research, the research reports issued by the Financial Action Task Force (FATF) over the years are combed and studied, and the purpose of international terrorist financing, the source of funds and the channels of fund flow are interpreted and refined. Results / conclusion: the organic combination of financial intelligence information and anti-terrorism intelligence information is the most effective way to combat terrorist activities. It is the key of anti-terrorist financing to deeply excavate and apply financial intelligence information and establish a powerful intelligence working mechanism of anti-money-laundering and anti-terrorist financing.
