【摘要】：軟實力是一種依靠吸引力而非強制力,是依靠分享文化、觀念和信息來獲得權(quán)力,作為軟實力實踐的重要方式,公共外交受到了當(dāng)今世界各個大國的重視和研究。體育作為一種深受各國公眾所喜愛的世界通用語言,已成為一個國家對外交流中的有效方式,從而進入了各國公共外交的視野,并被納入到國家的總體外交戰(zhàn)略中。大型體育賽事為國家開展公共外交的提供了廣闊的空間和舞臺,正從功能單一的體育盛事,逐漸向立體多維的社會盛事發(fā)展,業(yè)已成為國家開展公共外交的有效手段。本研究采用了文獻(xiàn)資料法、實地調(diào)查法、問卷調(diào)查法和專家訪談法等多種研究方法,通過對大型體育賽事發(fā)展及其作用的梳理,運用了軟實力理論、公共外交理論和大型體育賽事管理等相關(guān)的基礎(chǔ)理論,以近年來國內(nèi)外舉辦的大型體育賽事為例,圍繞國家的綜合實力在體育方面的表現(xiàn),以及大型體育賽事在提升國家軟實力的要素,從構(gòu)成內(nèi)容、功能作用和運用方式及其效果進行了論證。首次系統(tǒng)地研究公共外交與大型體育賽事的關(guān)系,探索大型體育賽事對提高綜合國力的影響作用和效果,其對于大型體育賽事與公共外交理論相結(jié)合的深入研究,無疑具有重要的理論意義與實踐價值。本研究的主要結(jié)論如下:1、綜合國力決定著一個國家在未來國際體系中的地位和影響,作為國家軟實力的重要體現(xiàn),公共外交日益成為國家對外戰(zhàn)略的一項重要內(nèi)容。本文根據(jù)公共外交理論和大型體育賽事管理理論,圍繞大型體育賽事與公共外交兩者之間的內(nèi)在關(guān)聯(lián),從而分析了大型體育賽事與國家軟實力的影響作用,為進一步拓展我國公共外交研究領(lǐng)域,具有積極意義。2、隨著對公共外交研究的國別增多,人們對于公共外交研究的專門性和系統(tǒng)性研究力度的不斷加強,使得有關(guān)國家軟實力的研究領(lǐng)域愈加廣泛。然而,以往在舉辦大型體育賽事和開展公共外交對于提升國家軟實力的影響作用方面的研究成果十分鮮見。3、通過對大型體育賽事對體育軟實力影響的分析和評估,本研究發(fā)現(xiàn),在舉辦大型體育賽事過程中,公共外交是提升我國的體育軟實力的有效手段。大型體育賽事與國家軟實力有著較為密切的關(guān)聯(lián)性,前者在相當(dāng)?shù)某潭壬峡梢杂绊懙絿臆泴嵙Φ陌l(fā)展變化,兩者具有雙向的影響作用。4、本研究認(rèn)為,大型體育賽事對于提升國家軟實力的影響作用主要表現(xiàn)為:(1)體育賽事與政治地位;(2)體育賽事與經(jīng)濟地位;(3)體育賽事與國家形象。具體地說,在公共外交的有力相助下,大型體育賽事的成功舉辦能夠有效地提升國家在全球的政治影響,加快促進國家經(jīng)濟的發(fā)展,有利于樹立國家的良好形象。5、大型體育賽事提升體育軟實力的路徑主要有以下選擇:(1)通過申辦國際頂級賽事,成為開展公共外交,展示國家形象的良好平臺。(2)借助大型體育賽事所具有的強化文化吸引,進一步擴大媒體傳播影響,通過公眾參與和志愿者服務(wù),拓展國家公共外交的溝通渠道。6、鑒于當(dāng)前國內(nèi)外對于采用公共外交手段來加大提升國家軟實力的影響,建議今后在我國舉辦大型體育賽事過程中能夠加強發(fā)揮公共外交工作機構(gòu)和部門的作用,增強對國家軟實力的正面提升和影響。
[Abstract]:Soft power, which relies on attraction rather than force, depends on sharing culture, ideas and information to gain power. As an important way of soft power practice, public diplomacy has been paid attention and studied by all the countries of the world today. Sports, as a world general language loved by the public of all countries, has become a country to the outside world. The effective way of communication has entered the vision of the public diplomacy of various countries, and has been incorporated into the overall diplomatic strategy of the country. Large sports events provide a broad space and stage for the country to carry out public diplomacy, and are developing from a single function of sports event to a multi-dimensional social event, which has become a national development. The effective means of public diplomacy. This study uses a variety of research methods such as literature, field investigation, questionnaire and expert interview. Through the analysis of the development and role of large sports events, it uses the theory of soft power, the theory of public diplomacy and the management of large physical education events. The large sports events held inside and outside, as well as the performance of the national comprehensive strength in sports, and the elements of the large-scale sports events in promoting the soft power of the country, have been demonstrated from the content, function and use and effect.
