【摘要】：隨著家庭人口結(jié)構(gòu)的小型化、核心化,以及年輕人撫養(yǎng)意識的日益淡薄,傳統(tǒng)的家庭保障功能日趨弱化;另一方面,隨著平均壽命的日益增長以及慢性病的常見性,失智失能人數(shù)呈現(xiàn)出井噴勢頭,需要照護時間不斷延長。在這種背景下,替代傳統(tǒng)家庭保障方式的一種社會化的照護保障制度亟待建立。雖然國外在這方面有許多成熟的實踐經(jīng)驗,但我國如何構(gòu)建長期基本照護保險制度還處于探索之中。怎樣建構(gòu),不僅會對我國的社會經(jīng)濟產(chǎn)生重要影響,而且還直接關(guān)系到能否減輕廣大需要照護者及其家庭的照護負擔。文本從制度的實施范圍、基本屬性、資金來源和服務(wù)保障等方面來探討該制度的基本框架。文本認為該制度的建立應(yīng)遵循低水平、�；镜幕驹瓌t,建立的目標是保證該制度的強制性、統(tǒng)一性、福利性等。
[Abstract]:With the miniaturization, core of the family population structure and the weakening of the awareness of the young people, the traditional family support function is weakening; on the other hand, with the increasing of the average life span and the common nature of the chronic diseases, the blowout momentum is presented and the time of care needs to be prolonged. In this context, It is urgent to establish a social care guarantee system for the generation of traditional family security. Although there are many mature practical experiences abroad in this area, how to build a long-term basic care insurance system in China is still in the exploration. How to construct it will not only have an important impact on the social economic development of our country, but also directly related to the ability of our country. The text discusses the basic framework of the system from the scope of the system, the basic attributes, the source of funds and the service guarantee. The text holds that the establishment of the system should follow the low level, the basic basic principles, and the goal is to ensure the mandatory and unified system of the system.
