【摘要】：個(gè)體化變遷深刻改變著個(gè)體與社會(huì)的關(guān)系,使得我國(guó)基層社會(huì)治理面臨新的形勢(shì)。"三社聯(lián)動(dòng)"作為近年來(lái)我國(guó)在基層社會(huì)治理創(chuàng)新的實(shí)踐探索,是指通過(guò)社區(qū)建設(shè)、社會(huì)組織培育和社會(huì)工作現(xiàn)代化體制,形成"三社"資源共享、優(yōu)勢(shì)互補(bǔ)、相互促進(jìn)的政府與社會(huì)之間互聯(lián)、互動(dòng)、互補(bǔ)的社會(huì)治理新格局。"三社聯(lián)動(dòng)"的協(xié)調(diào)機(jī)制主要體現(xiàn)在街道-社區(qū)兩級(jí)主體之間,協(xié)作機(jī)制主要體現(xiàn)在社區(qū)居委會(huì)與社區(qū)工作站之間,合作機(jī)制主要體現(xiàn)在社區(qū)、社會(huì)組織與社會(huì)工作者各主體間的聯(lián)動(dòng)過(guò)程。推進(jìn)"三社聯(lián)動(dòng)",要求通過(guò)政府體制創(chuàng)新,加快社區(qū)的本質(zhì)重構(gòu);專業(yè)社會(huì)組織導(dǎo)入與本土組織培育并舉,實(shí)現(xiàn)社區(qū)的再組織化;雙向整合社會(huì)工作人才隊(duì)伍,提升社會(huì)工作者工作能力和水平。
[Abstract]:Individualized changes have profoundly changed the relationship between individuals and society, making our grass-roots social governance face a new situation. " As a practical exploration of social governance innovation at the grass-roots level in China in recent years, the linkage between the three societies means that through community construction, social organization cultivation and the modernization system of social work, the "three societies" share resources and complement each other with their advantages. A new pattern of social governance that interconnects, interacts, and complements each other between government and society. " The coordination mechanism of the "three social groups" is mainly embodied between the main bodies at the street and community levels, the coordination mechanism is mainly embodied between the community neighborhood committees and community workstations, and the cooperation mechanism is mainly reflected in the community. The linkage process between social organizations and social workers. To promote the linkage of the "three social societies", it is necessary to speed up the reconstruction of the nature of the community through the innovation of the government system; the introduction of professional social organizations should go hand in hand with the cultivation of local organizations, so as to realize the re-organization of the community; and the two-way integration of the social work talent team, To improve the ability and level of social workers to work.
