【摘要】：人口老齡化是一個世界性的趨勢。在中國,老齡化的進(jìn)程已逐步在經(jīng)濟(jì)、社會、政治、文化等方面凸顯出不容忽視的影響力,在計劃生育政策產(chǎn)生作用之前所造就的龐大老年群體,對養(yǎng)老、醫(yī)療、文娛生活等方面的需求日益增加,這也給社會服務(wù)帶來了巨大的挑戰(zhàn)。腳踏實地的解決老年群體的養(yǎng)老服務(wù)問題,切實滿足“老有所養(yǎng)”的群體期盼是我國現(xiàn)階段所面臨的一項巨大挑戰(zhàn)。如何解決上述問題?如何面對上述挑戰(zhàn)?首先需要我們解決的便是養(yǎng)老服務(wù)模式的選擇。其中,社區(qū)養(yǎng)老服務(wù)模式實現(xiàn)了居家養(yǎng)老和機(jī)構(gòu)養(yǎng)老的有機(jī)結(jié)合,融合了兩者的優(yōu)勢亦填補(bǔ)了兩者的不足�！渡綎|省養(yǎng)老服務(wù)體系建設(shè)規(guī)劃(2011—2015年)》提出要“加強(qiáng)社區(qū)養(yǎng)老服務(wù)設(shè)施建設(shè)”,體現(xiàn)了政府對社區(qū)養(yǎng)老服務(wù)的認(rèn)可和重視。在這一形勢下,深入研究和發(fā)展社區(qū)養(yǎng)老服務(wù)體系具有重要理論和現(xiàn)實意義。本文通過對老年人社區(qū)養(yǎng)老服務(wù)的需求的調(diào)查,了解老年人需求的基本情況,并對此進(jìn)行分析,以此來對政府建設(shè)社區(qū)養(yǎng)老服務(wù)進(jìn)行政策指導(dǎo)。本人選取歷下區(qū)甸柳新村街道辦事處、姚家街道辦事處、燕子山小區(qū)街道辦事處和市中區(qū)二七新村街道辦事處、七里山街道辦事處為調(diào)查樣點,樣點基本可以展現(xiàn)全市社區(qū)養(yǎng)老服務(wù)的需求狀況。確定好街道辦事處后,最后以居委會為單位開展調(diào)查,對老年人的基本情況和社區(qū)養(yǎng)老服務(wù)的需求進(jìn)行調(diào)查。通過SPSS19.0來進(jìn)行數(shù)據(jù)的整理和分析,探索影響老年人社區(qū)養(yǎng)老服務(wù)需求的因素,并對老年人的需求進(jìn)行預(yù)測,進(jìn)而根據(jù)目前山東省社區(qū)養(yǎng)老存在的問題提出相應(yīng)的政策建議。本文共分為四大部分:第一部分是文章的第一章。該部分首先介紹了本文的研究背景和意義,接著回顧了國內(nèi)外相關(guān)研究文獻(xiàn),然后闡明了文章的研究思路和方法。對相關(guān)概念進(jìn)行界定并進(jìn)行可操作化處理,然后系統(tǒng)的介紹了本文所使用的研究方法。第二部分是文章的第二章。該部分對濟(jì)南市老年人社區(qū)養(yǎng)老需求進(jìn)行描述性統(tǒng)計分析。第三部分是文章的第三章、第四章。該部分對濟(jì)南市老年人社區(qū)養(yǎng)老服務(wù)需求進(jìn)行解釋性分析。研究社區(qū)養(yǎng)老服務(wù)需求的影響因素和具體影響方式,建立預(yù)測模型,該模型可對新入住某社區(qū)的老年人所需要的社區(qū)養(yǎng)老服務(wù)進(jìn)行預(yù)測。在第四章,本人通過文獻(xiàn)調(diào)查法,對影響老年人社區(qū)養(yǎng)老服務(wù)需求的因素進(jìn)行分析,從而對需求變化方向進(jìn)行預(yù)測。第四部分是文章的第五章。綜合文章前幾部分得出的結(jié)論,提出相應(yīng)的政策建議。
[Abstract]:The aging of the population is a worldwide trend. In China, the process of aging has gradually highlighted its influence in the economic, social, political, cultural and other aspects. Before the family planning policy came into effect, a huge group of elderly people was created to support the aged and medical care. The increasing demand for cultural and recreational life has also brought great challenges to social services. It is a great challenge for our country to solve the problem of old-age service and to meet the expectation of "the aged and the aged" in a down-to-earth manner. How to solve the above problem? How to meet these challenges? The first thing we need to solve is the choice of pension service model. Among them, the mode of community pension service realizes the organic combination of home pension and institutional old-age care. The construction plan of Shandong Province pension service system (2011-2015) proposed to "strengthen the construction of community old-age service facilities", which reflected the government's recognition and attention to the community old-age care service. Under this situation, it is of great theoretical and practical significance to deeply study and develop the community pension service system. Through the investigation of the demand of the elderly community old-age care service, this paper finds out the basic situation of the elderly's needs, and analyzes it, in order to guide the government to construct the community old-age care service. I selected Lixia District Dianliu New Village Subdistrict Office, Yao Jia Subdistrict Office, Yanzishan Sub-district Subdistrict Office and Shizhong District 27 New Village Subdistrict Office, Qili Shan Subdistrict Office as sample sites for investigation. Sample points can basically show the demand for community pension services in the city. After confirming the neighborhood office, the investigation is carried out by the neighborhood committee to investigate the basic situation of the elderly and the demand of the community old-age service. Through SPSS 19.0 to collate and analyze the data, explore the factors that affect the demand of the elderly community old-age service, and forecast the demand of the elderly, and then put forward the corresponding policy suggestions according to the existing problems of the community old-age care in Shandong Province at present. This paper is divided into four parts: the first part is the first chapter of the article. This part first introduces the research background and significance of this paper, then reviews the relevant research literature at home and abroad, and then clarifies the research ideas and methods. The related concepts are defined and operable, and then the research methods used in this paper are introduced systematically. The second part is the second chapter of the article. This part carries on the descriptive statistical analysis to the elderly community pension demand in Jinan. The third part is the third chapter, the fourth chapter. This part interprets the demand of community pension service for the elderly in Jinan. This paper studies the influencing factors and specific influence ways of community old-age service demand, and establishes a forecasting model, which can predict the community old-age care service needed by the elderly who are newly admitted to a community. In the fourth chapter, I analyze the factors that affect the demand of the elderly community old-age service by the method of literature investigation, so as to predict the direction of demand change. The fourth part is the fifth chapter of the article. Synthesizing the conclusions of the first few parts of the article, put forward the corresponding policy recommendations.
