【摘要】：中國(guó)經(jīng)濟(jì)社會(huì)在經(jīng)歷了較長(zhǎng)時(shí)期的快速發(fā)展后生態(tài)環(huán)境問(wèn)題逐步凸顯出來(lái)。當(dāng)前,生態(tài)環(huán)境問(wèn)題不僅僅是經(jīng)濟(jì)問(wèn)題、民生問(wèn)題,也日益成為重要的政治問(wèn)題。由生態(tài)環(huán)境問(wèn)題引發(fā)的各類矛盾甚至已成為影響我國(guó)政治安全和社會(huì)穩(wěn)定的重要因素。因此,處理好人與自然環(huán)境之間的關(guān)系以及經(jīng)濟(jì)社會(huì)發(fā)展和環(huán)境保護(hù)之間的關(guān)系是我國(guó)各級(jí)政府的一項(xiàng)重要政治任務(wù)。黨的十八大報(bào)告提出了“五位一體”建設(shè)的戰(zhàn)略總布局,強(qiáng)調(diào)把生態(tài)文明建設(shè)放在突出地位,融入經(jīng)濟(jì)、政治、文化、社會(huì)建設(shè)的各方面和全過(guò)程。因此,作為“五位一體”戰(zhàn)略總布局的重要內(nèi)容,推進(jìn)生態(tài)文明建設(shè)融入政治文明建設(shè)則具有更加鮮明的時(shí)代意義。黨的十八屆三中、四中全會(huì),將生態(tài)文明建設(shè)提升到國(guó)家治理的重要高度。黨的十八屆五中全會(huì),提出了我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的“五大發(fā)展理念”,其中“綠色發(fā)展”理念可以說(shuō)是與“兩型社會(huì)”發(fā)展理念以及“科學(xué)發(fā)展觀”一脈相承的生態(tài)表達(dá)。此外,“綠水青山就是金山銀山”、“綠色富國(guó)”、“綠色惠民”、“鄉(xiāng)愁”等“習(xí)式熱詞”,在體現(xiàn)生態(tài)理念的同時(shí)也蘊(yùn)含著一種深刻的治國(guó)理念。因此,在當(dāng)前全面協(xié)調(diào)推進(jìn)“四個(gè)全面”戰(zhàn)略布局之際,加強(qiáng)生態(tài)文明建設(shè)對(duì)于補(bǔ)齊全面建成小康社會(huì)的“生態(tài)短板”具有重要的現(xiàn)實(shí)意義。本文以馬克思主義生態(tài)文明建設(shè)理論和馬克思主義政治文明建設(shè)理論為理論基礎(chǔ),對(duì)生態(tài)文明建設(shè)融入政治文明建設(shè)作了嘗試性研究。文章主要包括四個(gè)部分：第一部分是緒論,主要堅(jiān)持以問(wèn)題為導(dǎo)向,提出了論文的研究目的以及研究意義,梳理了國(guó)內(nèi)外研究概況,闡明了文章的理論依據(jù)、研究方法、研究、思路以及創(chuàng)新點(diǎn)與不足；第二部分,分別梳理了生態(tài)文明建設(shè)和政治文明建設(shè)的內(nèi)涵、原則、途徑以及生態(tài)文明建設(shè)與政治文明建設(shè)關(guān)系,從而為整個(gè)研究命題的展開(kāi)做好基礎(chǔ)；第三部分主要立足于三維視角,即從理念層面、制度層面、實(shí)踐層面,分析了當(dāng)前我國(guó)生態(tài)文明建設(shè)“融入”政治文明建設(shè)的現(xiàn)狀、存在的問(wèn)題以及問(wèn)題出現(xiàn)的原因；第四部分,主要是從生態(tài)文明建設(shè)融入政治理念、政治制度和政治實(shí)踐這三維層面進(jìn)行了研究,探究了生態(tài)文明建設(shè)融入政治文明建設(shè)的路徑。
[Abstract]:After a long period of rapid development, China's economic and social development has gradually highlighted the ecological environment problems. At present, ecological environmental problems are not only economic problems, livelihood issues, but also increasingly important political issues. All kinds of contradictions caused by ecological environmental problems have even become an important factor affecting political security and social stability in China. Therefore, it is an important political task for Chinese governments at all levels to handle the relationship between human beings and natural environment and the relationship between economic and social development and environmental protection. The report of the 18th National Congress of the Communist Party of China puts forward the general layout of the strategy of "five-in-one" construction, and emphasizes that the construction of ecological civilization should be placed in a prominent position and be integrated into all aspects and the whole process of economic, political, cultural and social construction. Therefore, as an important part of the overall layout of the "five-in-one" strategy, it is of more distinctive significance to promote the ecological civilization construction into the political civilization construction. The third and fourth Plenary session of the 18th CPC Central Committee raised the construction of ecological civilization to an important level of national governance. The Fifth Plenary session of the 18th CPC Central Committee put forward the "five Great Development Concepts" for China's economic and social development, among which the "green development" concept can be said to be an ecological expression in the same vein as the "two-type society" development concept and the "scientific development view". In addition, "Green Water Castle Peak is Jinshan Silver Mountain", "Green rich country", "Green benefit people", "nostalgia" and other "traditional hot words", which embodies the ecological concept, but also contains a profound idea of governing the country. Therefore, at present, it is of great practical significance to strengthen the construction of ecological civilization to make up for the "ecological shortboard" of building a well-off society in an all-round way at the present time of comprehensively coordinating and promoting the "four all-round" strategic layout. Based on Marxist theory of ecological civilization construction and Marxist theory of political civilization construction, this paper makes a tentative study on the integration of ecological civilization construction into political civilization construction. The article mainly includes four parts: the first part is the introduction, mainly insists on the question as the direction, has proposed the thesis research goal and the research significance, has combed the domestic and foreign research survey, elaborated the article the theoretical basis, the research method, the research. The second part combs the connotation, principle, approach and the relationship between ecological civilization construction and political civilization construction. The third part is based on the three-dimensional perspective, that is, from the concept level, the system level, the practical level, analyzes the current situation of the construction of the ecological civilization in our country "into" the political civilization construction. The fourth part, mainly from the ecological civilization into the political concept, political system and political practice. This paper probes into the path of ecological civilization construction and political civilization construction.
