【摘要】：21世紀科技日新月異,特別是互聯(lián)網(wǎng)的出現(xiàn),給人類社會的生產(chǎn)方式、生活方式、思維方式、以及社會結(jié)構(gòu)帶來了巨大的變化。作為互聯(lián)網(wǎng)的新寵兒,微博的出現(xiàn)讓人眼前一亮,在微博經(jīng)濟、微博文化異軍突起的同時,微博對于政治生活也產(chǎn)生了不容小覷的影響。那么什么是微博政治參與?公民通過微博進行政治參與存在哪些利弊?解決這些問題的對策又是什么?這些都是本文將要深入探討的課題。本文首先通過對政治參與理論、公共領(lǐng)域理論的介紹為微博政治參與研究的推進提供了堅實的理論基礎(chǔ),在此基礎(chǔ)上簡單闡述了微博的發(fā)展以及微博政治參與的概念、特點、主體和表現(xiàn)形式。接著以微博政治參與興起的原因為切入點,對微博政治參與的成效進行了深刻分析,本文指出微博政治參與在豐富公民政治參與的形式、推進政府決策的民主化、提高對公權(quán)力的監(jiān)督、培育公民精神以及維護政治穩(wěn)定等方面都發(fā)揮了巨大作用。文章同時也指出作為一把雙刃劍,微博政治參與還存在著非理性、不均衡性、不平等性、無效性等問題。最后針對上述存在的問題,本文從政府、公民、法律、道德四個方面提出了行之有效的解決對策,希望以此來引導(dǎo)和培育健康理性的微博政治參與環(huán)境,為我國社會主義民主政治的建設(shè)、和諧社會的發(fā)展做出應(yīng)有的貢獻。
[Abstract]:The rapid development of science and technology in the 21st century, especially the emergence of the Internet, has brought great changes to the mode of production, the way of life, the mode of thinking, and the social structure of human society. As a new favorite of the Internet, the emergence of Weibo is bright, in the Weibo economy, Weibo culture, at the same time, Weibo for political life has also had a significant impact. So what is Weibo's political involvement? What are the advantages and disadvantages of citizens' political participation through Weibo? What is the solution to these problems? These are the topics to be discussed in this paper. In this paper, the theory of political participation and the theory of public domain provide a solid theoretical basis for the promotion of Weibo political participation. On this basis, the development of Weibo and the concept and characteristics of Weibo political participation are briefly described. Subject and form of expression Then, taking the reason of the rise of Weibo political participation as the starting point, the paper makes a profound analysis of the effect of Weibo political participation. This paper points out that Weibo political participation is enriching the form of citizen political participation and promoting the democratization of government decision-making. Improving supervision of public power, cultivating civic spirit and maintaining political stability have played a great role. The paper also points out that as a double-edged sword, the political participation of Weibo still has some problems, such as irrationality, imbalance, inequality, ineffectiveness and so on. Finally, aiming at the above problems, this paper puts forward some effective countermeasures from four aspects of government, citizen, law and morality, hoping to guide and cultivate the healthy and rational Weibo political participation environment. Make due contribution to the construction of socialist democratic politics and the development of harmonious society.
