【摘要】：公共服務(wù)的社會化改變了政府單一的公共服務(wù)供給模式,讓更多社會組織和公民參與到公共服務(wù)中,形成多元化的公共供給模式,有助于提高服務(wù)水平和效率,有利于緩解快速城鎮(zhèn)化過程中公共服務(wù)需求大幅增加和供給能力相對不足之間的矛盾。三明市梅列區(qū)自2009年在全市率先推行社區(qū)養(yǎng)老服試點以來,發(fā)展時間較短,尚處于起步階段,還面臨著如服務(wù)機(jī)構(gòu)少、民眾參與度低、服務(wù)設(shè)施差等方面問題,扎實推進(jìn)公共服務(wù)社會化改革勢在必行�；谏鲜隹紤],本文以三明市場梅列區(qū)社區(qū)養(yǎng)老服務(wù)社會化改革為案例,以福利多元化理論為指導(dǎo),實地走訪了梅列區(qū)江濱社區(qū)、二路社區(qū)、乾龍社區(qū)、東乾社區(qū)、翁墩社區(qū),了解梅列社區(qū)養(yǎng)老服務(wù)市場化現(xiàn)狀,并在借鑒國內(nèi)外社區(qū)養(yǎng)老服務(wù)社會化實踐的基礎(chǔ)上,提出促進(jìn)社區(qū)養(yǎng)老服務(wù)社會化的具體舉措。首先,本文概述了國內(nèi)外開展公共服務(wù)社會化供給上的研究現(xiàn)狀,闡述了公共服務(wù)理論、公共服務(wù)市場化理論等相關(guān)內(nèi)容；為本文的研究分析莫定了基礎(chǔ)。其次,本文詳細(xì)介紹了梅列區(qū)社區(qū)養(yǎng)老服務(wù)社會化的發(fā)展歷程、改革舉措以及存在的問題,并從多元參與的角度分析了社區(qū)養(yǎng)老服務(wù)社會化困難產(chǎn)生的原因。最后,在借鑒國內(nèi)外社區(qū)養(yǎng)老服務(wù)市場化經(jīng)驗的基礎(chǔ)上,從加強政策制定和落實、鼓勵社會組織發(fā)展、完善利益表達(dá)機(jī)制以及等方面,提出了加快社區(qū)養(yǎng)老服務(wù)社會化發(fā)展的對策建議。
[Abstract]:The socialization of public service has changed the government's single mode of public service supply, let more social organizations and citizens participate in public service, form a diversified mode of public supply, and help to improve the level and efficiency of service. It is helpful to alleviate the contradiction between the increase of public service demand and the relative shortage of supply capacity in the process of rapid urbanization. Since the pilot project of community pension clothing was first carried out in the city in 2009, Meilie District of Sanming City has had a relatively short development time and is still in its infancy. It is also facing problems such as fewer service institutions, low participation of the people, poor service facilities, and so on. It is imperative to promote the socialization of public services in a down-to-earth manner. Based on the above considerations, this paper takes the reform of community old-age service socialization in Meilie District of Sanming Market as an example, guided by the theory of welfare diversification, and visits the Jiangbin Community, the second Route Community, the Qianlong Community, the Dongqian Community and the Wengdun Community in Meilie District. To understand the current situation of the marketization of the community old-age service in Meili, and on the basis of drawing lessons from the socialization practice of the community pension service at home and abroad, this paper puts forward some concrete measures to promote the socialization of the community pension service. First of all, this paper summarizes the domestic and foreign research on the development of public service socialization supply, expounds the public service theory, public service marketization theory and other related content, which provides a basis for the research and analysis of this paper. Secondly, this paper introduces the development course, reform measures and existing problems of community old-age service socialization in Meilie District in detail, and analyzes the causes of difficulties in the socialization of community old-age service from the perspective of multiple participation. Finally, on the basis of drawing lessons from the experience of marketization of community pension services at home and abroad, from the aspects of strengthening policy formulation and implementation, encouraging the development of social organizations, perfecting the mechanism of interest expression and so on, The countermeasures and suggestions for accelerating the socialization of community pension service are put forward.
