【摘要】：黨的十八屆五中全會(huì)提出"創(chuàng)新、協(xié)調(diào)、綠色、開放、共享"五大發(fā)展理念,突顯了經(jīng)濟(jì)社會(huì)協(xié)調(diào)發(fā)展與發(fā)展成果全民共享的重要性。具體到社會(huì)養(yǎng)老服務(wù)領(lǐng)域,則應(yīng)具體體現(xiàn)在將發(fā)展型社會(huì)政策理論與養(yǎng)老服務(wù)進(jìn)行多維度的有機(jī)結(jié)合,從而真正實(shí)現(xiàn)價(jià)值理性與工具理性的完美統(tǒng)一。本文在深入分析發(fā)展型社會(huì)政策與社會(huì)養(yǎng)老服務(wù)理論緣起與實(shí)踐探索的基礎(chǔ)上,推演并闡述了發(fā)展型社會(huì)政策與社會(huì)養(yǎng)老服務(wù)的內(nèi)生邏輯,構(gòu)建了發(fā)展型社會(huì)政策的解釋框架,在"解構(gòu)"并"重構(gòu)"發(fā)展型社會(huì)養(yǎng)老服務(wù)政策體系的基礎(chǔ)上,提出具有"中國(guó)特色"的促進(jìn)老年群體發(fā)展能力提升的發(fā)展型社會(huì)養(yǎng)老服務(wù)政策優(yōu)化選擇:從"老人視野"到"生命周期視野"以達(dá)到政策外部展延、從"碎片化"到"統(tǒng)籌與整合"以尋求管理體制突破、從"被動(dòng)接受"到"主動(dòng)參與"以實(shí)現(xiàn)包括老年家庭在內(nèi)的人力資本積極開發(fā)。
[Abstract]:The fifth plenary session of the 18th CPC Central Committee put forward the five development concepts of "innovation, coordination, green, openness and sharing", which highlighted the importance of coordinated economic and social development and the achievement of development for all. In the field of social old-age service, it should be embodied in the organic combination of developmental social policy theory and pension service, so as to realize the perfect unity of value rationality and instrumental rationality. On the basis of deep analysis of the origin and practice of the theory of developmental social policy and social old-age service, this paper deduces and expounds the endogenous logic of developmental social policy and social old-age service, and constructs the explanatory framework of development-oriented social policy. On the basis of "deconstructing" and "reconstructing" the policy system of developmental social old-age service, This paper puts forward the optimized choice of the development-oriented social old-age service policy with "Chinese characteristics" to promote the development ability of the elderly group: from "the elderly visual field" to "life cycle vision" in order to reach the external extension of the policy. From "fragmentation" to "overall planning and integration" in order to seek a breakthrough in the management system, from "passive acceptance" to "active participation" in order to realize the active development of human capital, including elderly families.
