【摘要】：日本是較早開(kāi)展經(jīng)濟(jì)外交并取得巨大成功的國(guó)家,經(jīng)濟(jì)外交在戰(zhàn)后日本復(fù)興中發(fā)揮了巨大作用。從本質(zhì)上來(lái)說(shuō),經(jīng)濟(jì)外交服務(wù)于國(guó)家利益,其實(shí)施路徑和側(cè)重點(diǎn)隨著不同歷史時(shí)期各國(guó)對(duì)國(guó)家利益的界定不同而變化。東南亞一度是日本經(jīng)濟(jì)外交的重點(diǎn)地區(qū),然而冷戰(zhàn)結(jié)束后,日本根據(jù)世界局勢(shì)的變動(dòng)、地緣政治的博弈以及自身發(fā)展的需要,參與到對(duì)中亞秩序的建設(shè)當(dāng)中。哈薩克斯坦作為中亞地區(qū)的“領(lǐng)頭羊”,由于其重要的地緣戰(zhàn)略?xún)r(jià)值,成為新形勢(shì)下日本經(jīng)濟(jì)外交重點(diǎn)關(guān)注的地區(qū)。安倍首相第二次上臺(tái)后,日本進(jìn)一步加大了對(duì)哈薩克斯坦的重視力度,一方面積極利用既有機(jī)制,在已有成果的基礎(chǔ)上鞏固和發(fā)展對(duì)哈關(guān)系。另一方面通過(guò)增設(shè)機(jī)構(gòu)、改變?cè)较?有目的、有重點(diǎn)地推進(jìn)對(duì)哈薩克斯坦的經(jīng)濟(jì)外交。通過(guò)“金元開(kāi)道”、以經(jīng)促政、官民并舉等方式,安倍政府對(duì)哈經(jīng)濟(jì)外交取得了預(yù)期成果。本文通過(guò)對(duì)安倍第二次上臺(tái)以來(lái)對(duì)哈薩克斯坦經(jīng)濟(jì)外交的具體成果進(jìn)行梳理,探索了日本對(duì)哈經(jīng)濟(jì)外交的動(dòng)因、機(jī)制及實(shí)施手段。在總結(jié)分析安倍對(duì)哈經(jīng)濟(jì)外交新特點(diǎn)、實(shí)際成效的基礎(chǔ)上,進(jìn)一步展望了日本對(duì)哈經(jīng)濟(jì)外交的前景并提出對(duì)我國(guó)開(kāi)展經(jīng)濟(jì)外交的有益啟示。
[Abstract]:Japan was an early country with great success in economic diplomacy, which played an important role in Japan's revival after the war. In essence, economic diplomacy serves the national interests, and its implementation path and emphasis vary with the different historical periods of the definition of national interests. Southeast Asia was once the key area of Japan's economic diplomacy. However, after the Cold War, Japan participated in the construction of order in Central Asia according to the changes of the world situation, the game of geopolitics and the needs of its own development. As the "leader" of Central Asia, Kazakhstan has become the focus of Japan's economic diplomacy under the new situation because of its important geo-strategic value. Since Prime Minister Abe took office for the second time, Japan has further increased its attention to Kazakhstan. On the one hand, it has made active use of existing mechanisms to consolidate and develop relations with Kazakhstan on the basis of existing achievements. On the other hand, through the establishment of new institutions to change the direction of aid, purposeful and focused economic diplomacy to Kazakhstan. Through the "Jin Yuan Road", through the promotion of government, officials and people at the same time, Abe government economic diplomacy to achieve the expected results. By combing the concrete achievements of economic diplomacy of Kazakhstan since Abe took office for the second time, this paper probes into the motivation, mechanism and implementation means of Japan's economic diplomacy to Kazakhstan. On the basis of summing up and analyzing the new characteristics and actual results of Abe's economic diplomacy to Kazakhstan, this paper further looks forward to the prospect of Japan's economic diplomacy to Kazakhstan and puts forward some useful enlightenment to our country's economic diplomacy.
