【摘要】：20世紀(jì)90年代以來(lái),社區(qū)建設(shè)在全國(guó)一些大城市蓬勃興起,成為建設(shè)有中國(guó)特色社會(huì)主義民主的有機(jī)組成部分。社區(qū)自治是社區(qū)建設(shè)的基本原則,是社區(qū)發(fā)展的必然趨勢(shì)和終極目標(biāo)。由于目前我國(guó)社區(qū)自治現(xiàn)狀是嚴(yán)重的行政化傾向、尷尬的社區(qū)居委會(huì)角色、缺乏規(guī)范化的社區(qū)自治、社區(qū)居民參與意識(shí)薄弱以及社區(qū)中介組織發(fā)育不成熟等一系列問(wèn)題,嚴(yán)重影響了在社區(qū)建設(shè)方面的進(jìn)步和發(fā)展。研究從哪些方面加強(qiáng)社區(qū)的自治功能,如何快速推進(jìn)社區(qū)建設(shè)的健康發(fā)展,已然成為我國(guó)現(xiàn)階段社區(qū)建設(shè)急需研究的重要課題。 鑒于社區(qū)建設(shè)中社區(qū)組織是的必不可少的載體,以及社區(qū)自治在社區(qū)建設(shè)中所起的重要作用,本課題將以加快社區(qū)組織建設(shè),推動(dòng)實(shí)現(xiàn)社區(qū)自治功能納入研究范圍,選取社區(qū)建設(shè)中居家社區(qū)養(yǎng)老服務(wù)為側(cè)重點(diǎn),研究制定符合新區(qū)老年人需求的居家社區(qū)養(yǎng)老服務(wù)模式,并且從社區(qū)社會(huì)組織的培育、社區(qū)居民各種文化需求的滿足、加強(qiáng)社區(qū)社會(huì)組織管理培育的創(chuàng)新、黨建模式的探索、建立社區(qū)社會(huì)組織與政府組織的合作關(guān)系、完善社區(qū)居家養(yǎng)老服務(wù)體系建設(shè)等,作為加強(qiáng)和創(chuàng)新金州新區(qū)社區(qū)建設(shè)的重點(diǎn)任務(wù)和對(duì)策思路。
[Abstract]:Since the 1990s, community construction has flourished in some big cities in China and become an organic part of building socialist democracy with Chinese characteristics. Community autonomy is the basic principle of community construction and the inevitable trend and ultimate goal of community development. Because the present situation of community autonomy in our country is serious administrative tendency, awkward community neighborhood committee role, lack of standardized community autonomy, community residents' weak sense of participation and the immature development of community intermediary organizations, etc. Seriously affected in the community building progress and development. The research on how to strengthen the autonomous function of the community and how to promote the healthy development of the community construction has become an important issue in the current stage of community construction in China. In view of the essential carrier of community organization in community building and the important role of community autonomy in community building, this topic will accelerate the construction of community organization and promote the realization of community autonomy into the scope of research. Select the community old-age care service in the community construction as the emphasis, study and formulate the old-age care service model of the home community that meets the needs of the old people in the new district, and from the community social organization cultivation, the community residents various cultural needs of the satisfaction, Strengthening the innovation of community social organization management, exploring the mode of party building, establishing the cooperative relationship between community social organization and government organization, perfecting the construction of community home pension service system, etc. As a key task and countermeasures for strengthening and innovating the community construction in Jinzhou New District.
