【摘要】：城鎮(zhèn)居民的養(yǎng)老服務(wù)需求逐步向多樣化與復雜性等特點所發(fā)展,不同性別、收入階層以及年齡層對養(yǎng)老服務(wù)的需求存在著顯著差別。因此,依照老年人不同的養(yǎng)老服務(wù)訴求為基礎(chǔ)來研究養(yǎng)老服務(wù)體系有著重大意義。當前我國所施行的養(yǎng)老服務(wù)體系以居家養(yǎng)老為基礎(chǔ),社區(qū)服務(wù)為依托,機構(gòu)養(yǎng)老為補充。但我國目前的養(yǎng)老保障機制相對來說還不健全或是不夠完善,養(yǎng)老服務(wù)體系在發(fā)展的過程中也存在著許多不足,隨著社會養(yǎng)老覆蓋面的不斷擴大,與其相配套的服務(wù)政策和服務(wù)體系建立尚不完善,養(yǎng)老服務(wù)存在著許多待解問題。河北省是人口大省,人口分布不平衡,老齡人口逐年增加,經(jīng)濟的發(fā)展遠遠滯后于人口老齡化的發(fā)展。人口老齡化形勢日益嚴峻,養(yǎng)老服務(wù)供需矛盾日益突出,在河北省改革發(fā)展的進程中養(yǎng)老問題已成為其不可避免的全局性、戰(zhàn)略性問題。本文主要通過剖析河北省人口老齡化現(xiàn)狀及對養(yǎng)老保障的影響,梳理河北省社區(qū)養(yǎng)老服務(wù)及機構(gòu)養(yǎng)老服務(wù)的發(fā)展和管理情況、并通過分析養(yǎng)老服務(wù)體系發(fā)展進程中存在的問題及原因來摸索完善養(yǎng)老服務(wù)體系建設(shè)的相關(guān)對策,從而建立起一個組織健全、制度完善、規(guī)模適度、監(jiān)管到位、運營良好、服務(wù)優(yōu)良、可持續(xù)發(fā)展的養(yǎng)老服務(wù)體系,一方面使其與老年人需求相適應(yīng),另一方面又保證其與河北省經(jīng)濟發(fā)展水平相協(xié)調(diào),最終達到促進社會安定和諧,維護老年人尊嚴和提升老人的生活質(zhì)量的目的。全文通過五個部分闡述了河北省養(yǎng)老服務(wù)體系建設(shè)問題。第一部分即緒論指出了本文的選題背景和意義、總結(jié)歸納了國內(nèi)外研究現(xiàn)狀、論述了研究思路、研究方法和創(chuàng)新點;第二部分概述了人口老齡化和養(yǎng)老服務(wù)的相關(guān)概念及其理論基礎(chǔ);第三部分介紹了河北省老齡化及養(yǎng)老服務(wù)體系的現(xiàn)狀;第四部分是涵蓋文章創(chuàng)新點的重要部分,指出河北省養(yǎng)老服務(wù)體系建設(shè)進程中所存在的問題并分析其產(chǎn)生的原因;最后一部分在高度結(jié)合河北省的自身狀況,整體上把握河北省養(yǎng)老服務(wù)體系的發(fā)展脈絡(luò)的基礎(chǔ)上,提出了人口老齡化背景下完善河北省養(yǎng)老服務(wù)體系今后的努力方向及發(fā)展構(gòu)想。
[Abstract]:The demand for old-age services of urban residents gradually develops to the characteristics of diversification and complexity. There are significant differences in the demand for old-age services among different sexes income classes and age groups. Therefore, it is of great significance to study the pension service system based on the different demands of the elderly. At present, the old-age service system in China is based on home pension, supported by community service and supplemented by institutional pension. However, the current old-age security mechanism in our country is still relatively imperfect or not perfect, and there are many deficiencies in the development of the old-age service system, along with the continuous expansion of the coverage of social pension. The corresponding service policy and service system are not perfect, and there are many problems to be solved. Hebei Province is a large province with unbalanced population distribution and an increasing aging population. The economic development lags far behind that of the aging population. The aging situation of the population is becoming increasingly severe and the contradiction between the supply and demand of old-age services is becoming increasingly prominent. In the process of the reform and development of Hebei Province, the problem of providing for the aged has become an inevitable overall and strategic issue. By analyzing the current situation of population aging in Hebei Province and its influence on pension security, this paper analyzes the development and management of community old-age service and institutional old-age service in Hebei Province. And through the analysis of the problems and reasons in the development process of the old-age service system to explore the relevant countermeasures to improve the old-age service system construction, so as to establish a sound organization, perfect system, moderate scale, supervision and good operation. The old-age service system with excellent service and sustainable development, on the one hand, adapts it to the needs of the elderly, on the other hand, ensures its coordination with the level of economic development in Hebei Province, and finally achieves the goal of promoting social stability and harmony. The purpose of maintaining the dignity of the elderly and improving their quality of life. This paper expounds the construction of pension service system in Hebei Province through five parts. The first part, the introduction, points out the background and significance of this paper, summarizes the current research situation at home and abroad, discusses the research ideas, research methods and innovative points. The second part summarizes the related concepts and theoretical basis of aging population and old-age service; the third part introduces the current situation of aging and old-age service system in Hebei Province; the fourth part is an important part covering the innovation of the article. The paper points out the problems existing in the process of the construction of the pension service system in Hebei Province and analyzes the reasons for its emergence. The last part is based on the combination of the situation of Hebei Province and the overall understanding of the development of the pension service system in Hebei Province. This paper puts forward the direction and development of improving the pension service system in Hebei Province under the background of aging population.
