【摘要】：中國共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政治協(xié)商制度是中國特色社會(huì)主義國家的一項(xiàng)基本政治制度。民主黨派作為參政黨,堅(jiān)持中國共產(chǎn)黨的領(lǐng)導(dǎo),堅(jiān)持“長期共存、互相監(jiān)督、肝膽相照、榮辱與共”的方針,通過政治參與方式體現(xiàn)社會(huì)主義制度的優(yōu)越性——人民當(dāng)家作主和中國民主政治建設(shè)的現(xiàn)代化水平。民主黨派作為執(zhí)政黨的重要補(bǔ)充,團(tuán)結(jié)著一切愛國、民主人士,積極投身中國特色社會(huì)主義現(xiàn)代化建設(shè),維護(hù)祖國統(tǒng)一,延續(xù)著“抗日反蔣”時(shí)期的革命友誼;同時(shí),民主黨派作為執(zhí)政黨的重要監(jiān)督,有著超脫政治權(quán)利和利益的地位,能夠代表民主人士、人民群眾監(jiān)督執(zhí)政黨及政府的統(tǒng)治管理行為,維護(hù)人民民主專政的權(quán)利,對(duì)中國共產(chǎn)黨的執(zhí)政水平提高和國家各項(xiàng)事業(yè)的發(fā)展完善有著積極的推動(dòng)作用。民主黨派的政治參與方式包括民主監(jiān)督、參政議政、政治協(xié)商,其中參政議政是民主黨派作為參政黨的重要職能和使命。隨著經(jīng)濟(jì)社會(huì)和政治文明的不斷發(fā)展,人民群眾的政治訴求和權(quán)利意識(shí)也在不斷提高,新形勢(shì)、新常態(tài)下的民主黨派如何履行好黨和人民賦予的神圣使命,如何充分發(fā)揮民主黨派參政議政的作用,如何保持社會(huì)主義制度的優(yōu)越性和生命力是我國自身需要認(rèn)真研究和探討的問題。中共十八大召開后,習(xí)近平總書記走訪各民主黨派中央時(shí)強(qiáng)調(diào)中共中央將加強(qiáng)同民主黨派合作共事,支持民主黨派更好履行參政議政、民主監(jiān)督職能。民主黨派與執(zhí)政黨之間是友好合作關(guān)系,并不同于西方國家政黨間的激烈競爭關(guān)系,在執(zhí)政黨和人民群眾的支持、肯定下,民主黨派的參政議政空間更為廣闊。省級(jí)組織作為各民主黨派的主要組織機(jī)構(gòu),其參政議政情況更能代表和體現(xiàn)民主黨派在履行參政議政職能過程中的特點(diǎn)和不足,對(duì)民主黨派的參政議政情況研究和提高民主黨派的參政議政能力有著特殊的參考借鑒價(jià)值。本文通過對(duì)民進(jìn)江西省委會(huì)各項(xiàng)參政議政工作的研究、統(tǒng)計(jì)、對(duì)比、分析、推導(dǎo),得出民進(jìn)江西省委會(huì)提高自身參政議政能力的對(duì)策。
[Abstract]:The system of multi-party cooperation and political consultation under the leadership of the CPC is a basic political system in socialist countries with Chinese characteristics. As a participating political party, the democratic parties adhere to the leadership of the Communist Party of China and adhere to the policy of "long-term coexistence, mutual supervision, mutual respect and common weal and woe". The superiority of socialist system is reflected through political participation-the people as masters and the modernization level of China's democratic political construction. As an important supplement to the ruling party, the democratic parties unite with all patriotic and democratic personages, actively devote themselves to the modernization drive of socialism with Chinese characteristics, safeguard the reunification of the motherland, and continue the revolutionary friendship during the period of "resisting Japan against Chiang Kai-shek"; at the same time, As the important supervision of the ruling party, the democratic parties have the status of transcending political rights and interests, and can represent the democratic personages and the masses of the people to supervise the ruling party and the government's ruling and administrative behavior, and to safeguard the right of the people's democratic dictatorship. It has a positive effect on the improvement of the ruling level of the CPC and the development and perfection of various undertakings of the country. The political participation of democratic parties includes democratic supervision, political participation, political consultation, in which participation in politics is an important function and mission of democratic parties as political parties. With the continuous development of economic, social and political civilization, the people's political demands and awareness of their rights are also constantly improving. In the new situation, how can the democratic parties in the new normal carry out the sacred mission entrusted to them by the party and the people? How to give full play to the role of democratic parties in participating in political affairs and how to maintain the superiority and vitality of socialist system is a problem that our country should study and discuss seriously. After the 18th CPC Congress, when General Secretary Xi Jinping visited the central committees of the democratic parties, he stressed that the CPC Central Committee would strengthen cooperation and work with the democratic parties, and support the democratic parties to better perform their functions of participation in government affairs, discussion of government affairs, and democratic supervision. The relationship between the democratic parties and the ruling party is friendly and cooperative, which is not the same as the fierce competition between the political parties in western countries. With the support of the ruling party and the masses of the people, it is affirmed that the democratic parties have a broader space to participate in political affairs. Provincial organizations, as the main organizations of the democratic parties, can better represent and reflect the characteristics and shortcomings of the democratic parties in the process of performing their functions of participating in and discussing political affairs. It is of special reference value to study the situation of democratic parties' participation in politics and to improve the ability of democratic parties' participation in political affairs. Based on the research, statistics, comparison, analysis and derivation of the work of participating in the political affairs of the Committee for the Promotion of Civil Affairs in Jiangxi Province, this paper draws the countermeasures to improve its ability to participate in politics and discuss politics.
