【摘要】：在城市的公共交通網(wǎng)絡(luò)當(dāng)中,出租車(chē)是一個(gè)不可或缺的組成部分。出租車(chē)行業(yè)的發(fā)展不僅能夠體現(xiàn)出一個(gè)城市的現(xiàn)代化發(fā)展水平與城市化發(fā)展進(jìn)程,同時(shí)也為城市居民提供便捷的交通運(yùn)輸服務(wù),推動(dòng)城市經(jīng)濟(jì)發(fā)展與進(jìn)步。然而由于出租車(chē)市場(chǎng)存在負(fù)外部性的特征,假若對(duì)出租車(chē)行業(yè)實(shí)行自由放任的政策,則必定會(huì)引發(fā)城市交通擁堵、擠占道路資源、破壞環(huán)境等社會(huì)問(wèn)題,因此為了避免出租車(chē)市場(chǎng)失靈、促使出租車(chē)行業(yè)健康有序發(fā)展,政府對(duì)出租車(chē)行業(yè)進(jìn)行監(jiān)管有其必要性。在我國(guó)目前的市場(chǎng)情況下,政府對(duì)出租車(chē)行業(yè)的監(jiān)管存在哪些問(wèn)題,致使這些問(wèn)題產(chǎn)生的根本原因是什么以及政府到底應(yīng)當(dāng)如何完善“監(jiān)管者”這一角色以推動(dòng)行業(yè)整體發(fā)展,則是本文將深入探討的問(wèn)題。首先,本文通過(guò)對(duì)出租車(chē)行業(yè)的相關(guān)概念進(jìn)行歸納與研究,對(duì)出租車(chē)行業(yè)的特征以及城市功能進(jìn)行了清晰的界定與闡述;其次,本文選取了新公共服務(wù)理論與政府規(guī)制理論作為問(wèn)題分析的理論依據(jù),以兩種理論的具體思想為指導(dǎo),對(duì)我國(guó)政府在出租車(chē)行業(yè)監(jiān)管方面的相關(guān)問(wèn)題進(jìn)行深入研究;再次,通過(guò)對(duì)目前監(jiān)管現(xiàn)狀的系統(tǒng)分析,提出了出租車(chē)行業(yè)監(jiān)管的現(xiàn)存問(wèn)題,并深入探討了問(wèn)題背后的根本原因所在,同時(shí)對(duì)西方代表性國(guó)家在出租車(chē)行業(yè)的監(jiān)管方面的措施進(jìn)行橫向?qū)Ρ?分析其共同特征并總結(jié)其對(duì)我國(guó)政府監(jiān)管的啟示;最后,結(jié)合我國(guó)實(shí)際情況,對(duì)政府完善出租車(chē)行業(yè)監(jiān)管給出相關(guān)建議與對(duì)策。
[Abstract]:Taxi is an indispensable part of the city's public transport network. The development of taxi industry can not only reflect the level of modernization and urbanization development of a city, but also provide convenient transportation services for urban residents and promote the development and progress of urban economy. However, due to the negative externalities of the taxi market, if the policy of laissez-faire is applied to the taxi industry, it will inevitably lead to social problems such as urban traffic congestion, the crowding of road resources, the destruction of the environment, and so on. Therefore, in order to avoid the taxi market failure and promote the taxi industry to develop healthily and orderly, it is necessary for the government to supervise the taxi industry. Under the current market conditions in China, what problems exist in the government's supervision of the taxi industry, what is the root cause of these problems and how should the government perfect the role of "regulator" in order to promote the overall development of the industry? It is the problem that this article will discuss in depth. First of all, this paper summarizes and studies the related concepts of taxi industry, defines the characteristics and urban functions of taxi industry clearly; secondly, This paper selects the new public service theory and the government regulation theory as the theoretical basis of the problem analysis, with the specific ideas of the two theories as the guidance, to our government in the taxi industry regulation related issues in-depth research; again, Based on the systematic analysis of the current regulatory situation, the paper puts forward the existing problems in the regulation of taxi industry, and probes into the fundamental reasons behind the problems. At the same time, the paper makes a horizontal comparison of the measures of the western representative countries in the regulation of taxi industry, analyzes their common characteristics and summarizes their enlightenment to our government's supervision. Finally, combined with the actual situation of our country, To the government to improve the taxi industry regulation and put forward the relevant suggestions and countermeasures.
