【摘要】：在社會(huì)經(jīng)濟(jì)高度發(fā)展的大背景下,我國(guó)老齡化程度加劇,老齡人口比例逐年上升,老齡社會(huì)已現(xiàn)端倪。如何保障老年人的養(yǎng)老需求,成為當(dāng)今社會(huì)亟待解決的熱點(diǎn)問(wèn)題。然而,現(xiàn)代家庭功能弱化、養(yǎng)老觀念轉(zhuǎn)變等因素,導(dǎo)致傳統(tǒng)的家庭養(yǎng)老模式無(wú)法適應(yīng)也不能滿(mǎn)足當(dāng)下我國(guó)老年人對(duì)養(yǎng)老的社會(huì)需求。值此契機(jī),以居家養(yǎng)老和機(jī)構(gòu)養(yǎng)老為養(yǎng)老方式的社會(huì)養(yǎng)老,應(yīng)運(yùn)而生并逐漸發(fā)展。其中,機(jī)構(gòu)養(yǎng)老因其為老年人群體提供更為完善和專(zhuān)業(yè)化的服務(wù),逐漸得到了政府和相關(guān)領(lǐng)域?qū)W者的關(guān)注,成為未來(lái)社會(huì)養(yǎng)老的大勢(shì)所趨。理所當(dāng)然,機(jī)構(gòu)養(yǎng)老服務(wù)也成為國(guó)家和學(xué)者們關(guān)注的重點(diǎn)。本文以實(shí)地調(diào)研為切入點(diǎn),以機(jī)構(gòu)養(yǎng)老服務(wù)的相關(guān)理論為研究基礎(chǔ),通過(guò)對(duì)A市城區(qū)機(jī)構(gòu)養(yǎng)老服務(wù)的具體狀況進(jìn)行調(diào)查研究和系統(tǒng)分析,找出機(jī)構(gòu)養(yǎng)老服務(wù)中存現(xiàn)在的問(wèn)題和不足,并分析A市城區(qū)機(jī)構(gòu)養(yǎng)老服務(wù)存在問(wèn)題成因,根據(jù)A市城區(qū)機(jī)構(gòu)養(yǎng)老服務(wù)的現(xiàn)實(shí)狀況提出相對(duì)科學(xué)合理的解決對(duì)策。通過(guò)對(duì)A市城區(qū)機(jī)構(gòu)養(yǎng)老服務(wù)的實(shí)地調(diào)查和數(shù)據(jù)分析得知,存在的主要問(wèn)題是:服務(wù)供給不均衡,基礎(chǔ)設(shè)施不完善,服務(wù)人員不專(zhuān)業(yè),服務(wù)水準(zhǔn)不達(dá)標(biāo),政策法律不健全等等。根據(jù)對(duì)A市城區(qū)機(jī)構(gòu)養(yǎng)老服務(wù)存在問(wèn)題的分析,提出以下建議僅供參考:一是均衡機(jī)構(gòu)發(fā)展水平,優(yōu)化機(jī)構(gòu)資源配置;二是提升養(yǎng)老服務(wù)水平,滿(mǎn)足養(yǎng)老服務(wù)需求;三是完善政府規(guī)章政策,強(qiáng)化政府宏觀調(diào)控。文章通過(guò)對(duì)A市城區(qū)機(jī)構(gòu)養(yǎng)老服務(wù)的實(shí)地研究和系統(tǒng)分析,提出完善A市城區(qū)機(jī)構(gòu)養(yǎng)老服務(wù)的可行性的意見(jiàn)和建議,對(duì)A市城區(qū)養(yǎng)老機(jī)構(gòu)的發(fā)展和社會(huì)福利事業(yè)的提升有一定的參考價(jià)值。
[Abstract]:Under the background of the high development of social economy, the aging degree of our country intensifies, the proportion of the aged population increases year by year, the aging society has already appeared. How to ensure the old people's demand for the aged has become a hot issue to be solved. However, the weakening of modern family function and the change of the concept of old-age support lead to the traditional family pension model can not adapt to and can not meet the current social needs of the elderly in China. At this opportunity, the social old-age pension, which is based on home and institutional old-age, came into being and developed gradually. Among them, the institutional pension for the elderly group to provide more perfect and professional services, gradually got the attention of the government and related field scholars, become the general trend of the future social pension. Of course, institutional pension services have also become the focus of attention of the country and scholars. Based on the field investigation and the related theories of institutional old-age service, this paper investigates and systematically analyzes the specific situation of institutional old-age service in A city. This paper finds out the existing problems and deficiencies in the institutional old-age service, analyzes the causes of the problems in the institutional old-age service in the urban area of A city, and puts forward relatively scientific and reasonable solutions according to the actual situation of the institutional old-age service in the urban area of A city. Through the field investigation and data analysis of the old-age service in the urban area of A city, we know that the main problems are: unbalanced service supply, imperfect infrastructure, unprofessional service personnel, substandard service level, imperfect policy and law, and so on. Based on the analysis of the problems existing in the institutional old-age service in the urban area of A city, the following suggestions are put forward for reference only: first, to balance the level of institutional development and optimize the allocation of institutional resources; second, to improve the level of old-age service to meet the needs of old-age service; Third, improve government regulations and policies, and strengthen government macro-control. Based on the field research and systematic analysis of the institutional old-age service in A city, the paper puts forward some suggestions and suggestions on the feasibility of perfecting the institutional old-age service in the urban area of A city. It has certain reference value for the development of old-age institution and the promotion of social welfare in A city.
