A市城區(qū)機構(gòu)養(yǎng)老服務(wù)存在問題及對策研究

【摘要】:在社會經(jīng)濟高度發(fā)展的大背景下,我國老齡化程度加劇,老齡人口比例逐年上升,老齡社會已現(xiàn)端倪。如何保障老年人的養(yǎng)老需求,成為當今社會亟待解決的熱點問題。然而,現(xiàn)代家庭功能弱化、養(yǎng)老觀念轉(zhuǎn)變等因素,導致傳統(tǒng)的家庭養(yǎng)老模式無法適應(yīng)也不能滿足當下我國老年人對養(yǎng)老的社會需求。值此契機,以居家養(yǎng)老和機構(gòu)養(yǎng)老為養(yǎng)老方式的社會養(yǎng)老,應(yīng)運而生并逐漸發(fā)展。其中,機構(gòu)養(yǎng)老因其為老年人群體提供更為完善和專業(yè)化的服務(wù),逐漸得到了政府和相關(guān)領(lǐng)域?qū)W者的關(guān)注,成為未來社會養(yǎng)老的大勢所趨。理所當然,機構(gòu)養(yǎng)老服務(wù)也成為國家和學者們關(guān)注的重點。本文以實地調(diào)研為切入點,以機構(gòu)養(yǎng)老服務(wù)的相關(guān)理論為研究基礎(chǔ),通過對A市城區(qū)機構(gòu)養(yǎng)老服務(wù)的具體狀況進行調(diào)查研究和系統(tǒng)分析,找出機構(gòu)養(yǎng)老服務(wù)中存現(xiàn)在的問題和不足,并分析A市城區(qū)機構(gòu)養(yǎng)老服務(wù)存在問題成因,根據(jù)A市城區(qū)機構(gòu)養(yǎng)老服務(wù)的現(xiàn)實狀況提出相對科學合理的解決對策。通過對A市城區(qū)機構(gòu)養(yǎng)老服務(wù)的實地調(diào)查和數(shù)據(jù)分析得知,存在的主要問題是:服務(wù)供給不均衡,基礎(chǔ)設(shè)施不完善,服務(wù)人員不專業(yè),服務(wù)水準不達標,政策法律不健全等等。根據(jù)對A市城區(qū)機構(gòu)養(yǎng)老服務(wù)存在問題的分析,提出以下建議僅供參考:一是均衡機構(gòu)發(fā)展水平,優(yōu)化機構(gòu)資源配置;二是提升養(yǎng)老服務(wù)水平,滿足養(yǎng)老服務(wù)需求;三是完善政府規(guī)章政策,強化政府宏觀調(diào)控。文章通過對A市城區(qū)機構(gòu)養(yǎng)老服務(wù)的實地研究和系統(tǒng)分析,提出完善A市城區(qū)機構(gòu)養(yǎng)老服務(wù)的可行性的意見和建議,對A市城區(qū)養(yǎng)老機構(gòu)的發(fā)展和社會福利事業(yè)的提升有一定的參考價值。
[Abstract]:Under the background of the high development of social economy, the aging degree of our country intensifies, the proportion of the aged population increases year by year, the aging society has already appeared. How to ensure the old people's demand for the aged has become a hot issue to be solved. However, the weakening of modern family function and the change of the concept of old-age support lead to the traditional family pension model can not adapt to and can not meet the current social needs of the elderly in China. At this opportunity, the social old-age pension, which is based on home and institutional old-age, came into being and developed gradually. Among them, the institutional pension for the elderly group to provide more perfect and professional services, gradually got the attention of the government and related field scholars, become the general trend of the future social pension. Of course, institutional pension services have also become the focus of attention of the country and scholars. Based on the field investigation and the related theories of institutional old-age service, this paper investigates and systematically analyzes the specific situation of institutional old-age service in A city. This paper finds out the existing problems and deficiencies in the institutional old-age service, analyzes the causes of the problems in the institutional old-age service in the urban area of A city, and puts forward relatively scientific and reasonable solutions according to the actual situation of the institutional old-age service in the urban area of A city. Through the field investigation and data analysis of the old-age service in the urban area of A city, we know that the main problems are: unbalanced service supply, imperfect infrastructure, unprofessional service personnel, substandard service level, imperfect policy and law, and so on. Based on the analysis of the problems existing in the institutional old-age service in the urban area of A city, the following suggestions are put forward for reference only: first, to balance the level of institutional development and optimize the allocation of institutional resources; second, to improve the level of old-age service to meet the needs of old-age service; Third, improve government regulations and policies, and strengthen government macro-control. Based on the field research and systematic analysis of the institutional old-age service in A city, the paper puts forward some suggestions and suggestions on the feasibility of perfecting the institutional old-age service in the urban area of A city. It has certain reference value for the development of old-age institution and the promotion of social welfare in A city.
