【摘要】：極地、深海、網(wǎng)絡(luò)、外空是人類生存和可持續(xù)發(fā)展的全球新疆域,集中體現(xiàn)了人類的共同利益和共同關(guān)注。當(dāng)前新疆域治理面臨著治理共識赤字等問題。"人類命運(yùn)共同體"思想以全人類共同發(fā)展為目標(biāo),倡導(dǎo)共存、共建、共享等價(jià)值理念,其獨(dú)特優(yōu)勢在于這一思想能夠兼容不同的價(jià)值理念并兼顧不同群體的利益需求,與新疆域的治理需求高度契合,有利于解決新疆域治理的主要矛盾。國際社會長時(shí)期的和平狀態(tài)以及非國家行為體的影響使得新疆域治理的差異具備可調(diào)和性,也要求更大的包容性,這使得以"人類命運(yùn)共同體"思想引領(lǐng)新疆域的國際治理成為可能。國際合作是在新疆域治理中踐行"人類命運(yùn)共同體"思想的主要路徑。作為新疆域國際治理的重要參與者,中國積極倡導(dǎo)在新疆域踐行"人類命運(yùn)共同體"思想,在維護(hù)和平價(jià)值、支持聯(lián)合國主導(dǎo)等方面做出了表率。
[Abstract]:Polar, deep-sea, network and outer space are the global Xinjiang region of human survival and sustainable development, which embodies the common interests and common concerns of mankind. At present, Xinjiang region governance is faced with governance consensus deficit and other issues. " The idea of "Community of Human Destiny" aims at the common development of all mankind and advocates such value concepts as coexistence, co-construction and sharing. Its unique advantage lies in its ability to accommodate different value concepts and take into account the interests and needs of different groups. In line with Xinjiang's governance needs, it is helpful to solve the main contradiction of new territory governance. The long period of peace in the international community and the influence of non-State actors have made the differences in governance in Xinjiang more reconcilable and require greater inclusiveness. This makes it possible to lead the international governance of Xinjiang with the thought of "Human Destiny Community". International cooperation is the main way to carry out the thought of "human destiny community" in Xinjiang domain governance. As an important participant in the international governance of the new territory, China has actively advocated the implementation of the idea of "human destiny community" in Xinjiang, and has set an example in safeguarding the value of peace and supporting the leading role of the United Nations.
