【摘要】：發(fā)展是人類永不倦怠的追求。在探尋發(fā)展的進(jìn)程中,人類不斷超越,勇往直前,推動(dòng)了社會(huì)歷史的進(jìn)步。從當(dāng)前的發(fā)展現(xiàn)狀來看,人類極大地拓展了發(fā)展路徑,改進(jìn)了發(fā)展方式,取得了輝煌成就,但也帶來了資源枯竭、環(huán)境污染、生態(tài)失衡、貧富懸殊等全球性問題。人類的發(fā)展處于成績巨大、問題嚴(yán)重的疊加點(diǎn)。這亟需人類探尋新的發(fā)展方式,開辟出人類共同發(fā)展的黃金走廊,開拓發(fā)展的全新境界,提升人類的幸福指數(shù)。歷史上曾經(jīng)出現(xiàn)過多種多樣的發(fā)展觀、發(fā)展道路,都對(duì)人類社會(huì)的發(fā)展起到了重大的推動(dòng)作用。但歷史和現(xiàn)實(shí)發(fā)生的經(jīng)濟(jì)危機(jī)和當(dāng)前存在的種種挑戰(zhàn)告訴我們,過去一段時(shí)間風(fēng)靡人類的發(fā)展理念和發(fā)展道路是一條死胡同,人類需要收拾行囊重新出發(fā),尋找新的發(fā)展道路。面對(duì)嚴(yán)峻的發(fā)展形勢(shì),各國都在努力探索全新的發(fā)展模式。進(jìn)入新世紀(jì)以來,中國共產(chǎn)黨在探索發(fā)展的過程中,把中國的發(fā)展融入到全球化進(jìn)程,與世界發(fā)展接軌,同國際社會(huì)交匯,在借鑒總結(jié)國內(nèi)外發(fā)展的經(jīng)驗(yàn)教訓(xùn),批判繼承各種發(fā)展理論的基礎(chǔ)上,提出了科學(xué)發(fā)展觀。盡管每個(gè)國家的歷史、國情都不相同,彼此之間也不能照搬照抄,但各國發(fā)展成效的好壞,也能證明不同發(fā)展模式的優(yōu)劣。科學(xué)發(fā)展觀既是中國探尋發(fā)展方式的成果,也是對(duì)國際社會(huì)擔(dān)當(dāng)責(zé)任和尋求共贏的體現(xiàn);不僅為中國找到了一條有效的發(fā)展道路,而且為各國探索符合世界潮流和本國國情的發(fā)展道路提供了有益借鑒,為解決世界性問題提供了思路和辦法。從人類社會(huì)歷史發(fā)展的縱深度出發(fā),站在推動(dòng)當(dāng)今全球發(fā)展的寬廣度,立足于歷史眼光和世界視野的交匯點(diǎn),深入而系統(tǒng)地研究科學(xué)發(fā)展觀的世界意義,價(jià)值重大,影響深遠(yuǎn)。本文主要從五個(gè)方面對(duì)科學(xué)發(fā)展觀的世界意義進(jìn)行研究。第一部分研究科學(xué)發(fā)展觀提出的世界意義。即從宏觀視野來看,科學(xué)發(fā)展觀是怎樣提出的,提出后引發(fā)了人類對(duì)發(fā)展問題的哪些思考。科學(xué)發(fā)展觀有著堅(jiān)實(shí)的理論基礎(chǔ)和深厚的實(shí)踐根基。它是在繼承和創(chuàng)新馬克思主義發(fā)展理論、中國共產(chǎn)黨歷代領(lǐng)導(dǎo)人的發(fā)展認(rèn)識(shí),批判繼承傳統(tǒng)發(fā)展觀,應(yīng)對(duì)和解答發(fā)展難題,借鑒發(fā)展經(jīng)驗(yàn)教訓(xùn)的基礎(chǔ)上提出來的。這啟示國際社會(huì)要正確對(duì)待人類整體發(fā)展問題,處理好本國發(fā)展與世界共同發(fā)展的關(guān)系,選擇適合本國國情的發(fā)展道路。第二部分研究科學(xué)發(fā)展觀理論觀點(diǎn)的世界意義。即從具體內(nèi)容來看,科學(xué)發(fā)展觀是如何認(rèn)識(shí)和推動(dòng)發(fā)展的,這對(duì)國際社會(huì)了解和把握發(fā)展有哪些啟發(fā)。“推動(dòng)經(jīng)濟(jì)社會(huì)發(fā)展是第一要義”把對(duì)經(jīng)濟(jì)發(fā)展的地位提高到新層次,“以人為本”明確了“人”與“本”的內(nèi)涵,進(jìn)一步界定了發(fā)展主體,“全面協(xié)調(diào)可持續(xù)”完善了發(fā)展要求,“統(tǒng)籌兼顧”為發(fā)展方法提供了理論支撐。這些理論觀點(diǎn)把人類對(duì)發(fā)展本質(zhì)、過程、動(dòng)力、標(biāo)準(zhǔn)等問題的認(rèn)識(shí)提升到更高層次。第三部分研究科學(xué)發(fā)展觀價(jià)值理念的世界意義。即從價(jià)值理念來看,科學(xué)發(fā)展觀有什么樣的價(jià)值追求和思維方式,對(duì)世界各國推進(jìn)發(fā)展有哪些啟示。科學(xué)發(fā)展觀蘊(yùn)含著實(shí)踐理性、人本追求、辯證思維、開放視野,這是對(duì)世界各種發(fā)展理念的提煉升華。這啟發(fā)國際社會(huì)要發(fā)揮發(fā)展觀的理論價(jià)值,促進(jìn)實(shí)踐和理論相互促進(jìn)、相得益彰;在社會(huì)各個(gè)領(lǐng)域開展人本實(shí)踐,促進(jìn)人的全面發(fā)展;科學(xué)把握發(fā)展的有限性和無限性、可能性和現(xiàn)實(shí)性,追求更高層次的發(fā)展;在“立己”和“達(dá)人”的彼此關(guān)照中統(tǒng)籌發(fā)展。第四部分研究科學(xué)發(fā)展觀實(shí)踐成效的世界意義。即從實(shí)際效果來看,科學(xué)發(fā)展觀為人類做出了哪些貢獻(xiàn),對(duì)各國探索發(fā)展有什么樣的借鑒。科學(xué)發(fā)展觀開創(chuàng)了大國發(fā)展的新模式,為全球經(jīng)濟(jì)的發(fā)展注入了活力,為世界減貧工作貢獻(xiàn)了力量,為解決全球性問題做出了努力。這啟示世界各國要走科學(xué)發(fā)展、和平發(fā)展、跨越發(fā)展、創(chuàng)新發(fā)展的道路。第五部分研究科學(xué)發(fā)展觀樹起的國際形象。即從國際口碑來看,國際社會(huì)如何評(píng)價(jià)科學(xué)發(fā)展觀,在實(shí)踐中如何借鑒科學(xué)發(fā)展觀。國外政要、專家學(xué)者、新聞?dòng)浾邔?duì)科學(xué)發(fā)展觀的成效、意義高度評(píng)價(jià),對(duì)科學(xué)發(fā)展觀的發(fā)展前景、面臨挑戰(zhàn)進(jìn)行了分析。同時(shí),科學(xué)發(fā)展觀引發(fā)了一系列的實(shí)踐探索,發(fā)達(dá)國家、其他社會(huì)主義國家、亞非拉發(fā)展中國家在發(fā)展本國經(jīng)濟(jì)、應(yīng)對(duì)全球性問題時(shí),受到科學(xué)發(fā)展觀的影響或者借鑒了科學(xué)發(fā)展觀的經(jīng)驗(yàn)。
[Abstract]:Development is the pursuit of human never burnout. In the process of exploring and developing, human beings continue to transcend and push forward the progress of social history. Human development is in a huge and serious problem. It is in urgent need of human beings to explore new ways of development, to open up a Golden Corridor for human development, to open up a new realm of development and to improve the human happiness index. In history, there have been a variety of development concepts and ways of development. The development of the class society has played a major role in promoting the development of the society. All countries are trying to explore a new model of development.
