本文選題：城市社區(qū)治理 + 粗糙集理論��； 參考：《湘潭大學(xué)》2015年碩士論文

【摘要】：城市社區(qū)治理是城市治理工作開(kāi)展的基礎(chǔ),也是實(shí)現(xiàn)從“管理”到“治理”的全國(guó)改革的重要體現(xiàn)。對(duì)城市社區(qū)治理的工作績(jī)效進(jìn)行評(píng)價(jià)研究,既為日后政府的決策工作奠定了基礎(chǔ),也提高了城市社區(qū)治理的工作效率。本文針對(duì)城市社區(qū)治理的績(jī)效,提出一套合理的評(píng)價(jià)指標(biāo)體系,并在基于粗糙集理論的基礎(chǔ)上,構(gòu)建了城市社區(qū)治理績(jī)效評(píng)價(jià)模型,科學(xué)地分析了城市社區(qū)治理工作現(xiàn)階段的成效,不僅豐富了理論研究成果,也對(duì)城市社區(qū)治理績(jī)效評(píng)價(jià)工作有一定的實(shí)踐意義。本文對(duì)城市社區(qū)治理的績(jī)效評(píng)價(jià)研究,主要研究?jī)?nèi)容表現(xiàn)于下五個(gè)方面:(1)城市社區(qū)治理績(jī)效評(píng)價(jià)的理論基礎(chǔ)。通過(guò)分析城市社區(qū)治理的基本理論、內(nèi)涵、要素等內(nèi)容和城市社區(qū)治理績(jī)效評(píng)價(jià)的相關(guān)概念,最終闡述了城市社區(qū)治理績(jī)效評(píng)價(jià)的意義,奠定了城市社區(qū)治理績(jī)效評(píng)價(jià)的理論基礎(chǔ)。(2)城市社區(qū)治理績(jī)效評(píng)價(jià)指標(biāo)體系。在堅(jiān)持指標(biāo)構(gòu)建原則的基礎(chǔ)上,借鑒城市社區(qū)治理相關(guān)領(lǐng)域的指標(biāo)選取,在參考專家咨詢的調(diào)查結(jié)果上,通過(guò)分析當(dāng)前城市社區(qū)治理的現(xiàn)狀,最終確立了樹(shù)狀型的城市社區(qū)治理績(jī)效評(píng)價(jià)指標(biāo)體系。(3)基于粗糙集理論的城市社區(qū)治理績(jī)效評(píng)價(jià)模型。本文將粗糙集理論貫穿到城市社區(qū)治理績(jī)效評(píng)價(jià)研究中,通過(guò)粗糙集理論本身的優(yōu)勢(shì),按照粗糙集方法評(píng)價(jià)模型的步驟,構(gòu)建了更科學(xué)合理的城市社區(qū)績(jī)效評(píng)價(jià)模型。(4)基于粗糙集理論的城市社區(qū)治理績(jī)效評(píng)價(jià)實(shí)證研究。本文以湖南省長(zhǎng)沙市下的18個(gè)社區(qū)作為實(shí)證研究對(duì)象,利用粗糙集理論方法對(duì)獲取的數(shù)據(jù)進(jìn)行處理,最終進(jìn)行實(shí)證研究,并根據(jù)研究結(jié)果,分析出了影響城市社區(qū)工作開(kāi)展的主要因素。(5)提出有效實(shí)施城市社區(qū)治理績(jī)效評(píng)價(jià)的建議。根據(jù)論文的研究結(jié)果,從完善城市社區(qū)治理績(jī)效評(píng)價(jià)制度、多維主體的構(gòu)建、治理績(jī)效的科學(xué)評(píng)價(jià)等方面提出了城市社區(qū)治理績(jī)效評(píng)價(jià)工作的針對(duì)性意見(jiàn)。并針對(duì)城市社區(qū)治理績(jī)效,從加強(qiáng)組織合作、利于科學(xué)技術(shù)兩方面提出了建設(shè)性的建議。
[Abstract]:Urban community governance is not only the foundation of urban governance, but also the important embodiment of the national reform from "management" to "governance". The evaluation of the performance of urban community governance not only lays a foundation for the future government decision-making, but also improves the efficiency of urban community governance. According to the performance of urban community governance, this paper puts forward a set of reasonable evaluation index system, and on the basis of rough set theory, constructs a performance evaluation model of urban community governance. This paper scientifically analyzes the effect of urban community governance at the present stage, which not only enriches the theoretical research results, but also has certain practical significance for the evaluation of urban community governance performance. This paper studies the performance evaluation of urban community governance, mainly in the following five aspects: 1) the theoretical basis of urban community governance performance evaluation. By analyzing the basic theory, connotation and elements of urban community governance and the related concepts of urban community governance performance evaluation, the significance of urban community governance performance evaluation is expounded. It establishes the theoretical basis of performance evaluation of urban community governance. 2) the index system of performance evaluation of urban community governance. On the basis of adhering to the principle of index construction, this paper draws lessons from the selection of indicators in the relevant fields of urban community governance, and analyzes the current situation of urban community governance by referring to the survey results of expert consultation. Finally, the tree-shaped performance evaluation index system of urban community governance is established. The evaluation model of urban community governance performance based on rough set theory is established. In this paper, rough set theory is introduced into the study of urban community governance performance evaluation. Through the advantages of rough set theory, according to the steps of rough set method evaluation model, A more scientific and reasonable evaluation model of urban community performance is constructed. The empirical study of urban community governance performance evaluation based on rough set theory is carried out. In this paper, 18 communities in Changsha City of Hunan Province are taken as the object of empirical study, and the data obtained are processed by rough set theory method, and finally the empirical research is carried out, and according to the research results, This paper analyzes the main factors influencing the development of urban community work, and puts forward some suggestions for the effective implementation of the performance evaluation of urban community governance. According to the research results of the paper, the paper puts forward some suggestions on the evaluation of urban community governance performance from the aspects of perfecting the evaluation system of urban community governance performance, constructing multi-dimensional subjects, and scientific evaluation of governance performance. According to the performance of urban community governance, some constructive suggestions are put forward from two aspects: strengthening organization and cooperation and promoting science and technology.
