【摘要】：本文主要探討英國的香港政策及其對中英關(guān)系的影響。支持香港的民主化進程是英國對香港政策的政治目標(biāo),且近年來英國越來越關(guān)心香港的民主化進程。隨著香港地位的變化及中英關(guān)系的改善,英國無法強硬介入香港的政治改革,只能采取定期發(fā)表《香港半年報告》、將香港問題國際化、扶持親英人士參政、傳播英國文化價值觀和煽動新聞輿論等間接方式參與香港事務(wù)。英國在人權(quán)、普選、占中、港獨等香港重大政治問題上都采取了比較明確的立場,并對中英關(guān)系產(chǎn)生了一定影響。其中,在人權(quán)等問題上,英國利用國際輿論向中國政府施壓,對中英關(guān)系沒有構(gòu)成實質(zhì)性的損害;在行政長官普選等涉及香港民主化的問題上,英國官方及民間都發(fā)起了高調(diào)的聲援,導(dǎo)致中英關(guān)系緊張;在涉及香港主權(quán)問題上,英國與中國的立場保持高度一致,使得中英關(guān)系盡管有所波動,但仍然處于較為友好的狀態(tài)。由于英國的香港政策具有功利和道德的雙重屬性這一明顯特點,與中國沒有戰(zhàn)略沖突的英國,在缺乏深度干香港事務(wù)的能力和意愿的情況下,會繼續(xù)以“維持英國在港經(jīng)濟利益”為由有節(jié)制地介入香港事務(wù),并對中英關(guān)系造成一定的影響,但不至于對中英關(guān)系造成重大損害。
[Abstract]:This paper mainly discusses the Hong Kong policy of Britain and its influence on Sino-British relations. Supporting the democratization process in Hong Kong is the political goal of British policy towards Hong Kong, and in recent years Britain has become more and more concerned about the democratization process in Hong Kong. With the changes in Hong Kong's status and the improvement of Sino-British relations, the United Kingdom is unable to intervene forcefully in Hong Kong's political reform. It can only adopt the regular publication of the Hong Kong Half-yearly report to internationalize the Hong Kong issue and support pro-British people to participate in politics. Dissemination of British cultural values and incitement to press and other indirect ways to participate in Hong Kong affairs. Britain has taken a relatively clear stand on major political issues in Hong Kong, such as human rights, universal suffrage, occupation of China, independence of Hong Kong, and has had an impact on Sino-British relations. On issues such as human rights, Britain has used international public opinion to put pressure on the Chinese Government, which has not caused substantial damage to Sino-British relations. On issues such as the election of the Chief Executive by universal suffrage and other issues related to the democratization of Hong Kong, British officials and the people of the United Kingdom have launched high-profile solidarity, which has led to tensions between China and the United Kingdom. Britain and China have maintained a highly consistent position on the issue of Hong Kong's sovereignty, which has caused Sino-British relations to fluctuate, But still in a more friendly state. Since the British Hong Kong policy is characterized by its dual attributes of utility and morality, Britain, which has no strategic conflict with China, lacks the ability and willingness to do Hong Kong affairs in depth. It will continue to exercise restraint in its involvement in Hong Kong affairs on the grounds of "maintaining Britain's economic interests in Hong Kong" and will have a certain impact on Sino-British relations, but will not cause significant harm to Sino-British relations.
