【摘要】：中國是當今人口老齡化發(fā)展速度最快的國家之一,根據國家統(tǒng)計局發(fā)布的數據,2015年中國65周歲及以上人口13755萬人,占總人口的10.1%,已確定無疑進入到老齡化社會,這其中京津冀三地的人口老齡化程度尤為嚴重,三地都面臨著巨大的養(yǎng)老壓力。目前,京津冀協(xié)同發(fā)展己成為國家戰(zhàn)略,在此大背景下京冀兩地機構養(yǎng)老服務業(yè)協(xié)同發(fā)展將能更好地應對京冀兩地人口老齡化困境,有利于京冀兩地資源共享,互補不足。本文立足于“協(xié)同發(fā)展”的背景,選取京冀兩地作為研究對象,對京冀兩地的機構養(yǎng)老服務業(yè)發(fā)展狀況進行分析,采用實地調研、個案分析、文獻查閱等調查方法并結合SWOT分析法從政策支持、醫(yī)療資源、地緣優(yōu)勢、交通、人文環(huán)境、公共服務等幾個方面對兩地機構養(yǎng)老服務業(yè)協(xié)同發(fā)展中的優(yōu)勢、劣勢、機遇、挑戰(zhàn)進行了深入分析,最后結合相關研究提出了如何抓住機遇迎接挑戰(zhàn),加快京冀兩地機構養(yǎng)老服務業(yè)協(xié)同發(fā)展的政策建議。論文指出北京作為首都,老年人口數量截止到2015年底已達到了315萬,養(yǎng)老壓力很大,而北京人口密度大、生活節(jié)奏快,用地緊張,不可能再在市內新建大型的養(yǎng)老機構,但是環(huán)北京的河北地區(qū)有著其不可比擬的地理環(huán)境和人力資源優(yōu)勢,北京則有著巨大的養(yǎng)老需求、強大的醫(yī)療資源,完善的公共服務支撐,在京冀兩地協(xié)同發(fā)展的背景下,在各項政策的支持下,兩地可整合優(yōu)質資源,共同推進機構養(yǎng)老服務業(yè)的發(fā)展。論文提出京冀兩地機構養(yǎng)老服務業(yè)協(xié)同發(fā)展應首先加強頂層設計,設立一個跨地區(qū)的綜合協(xié)調中心,打通發(fā)展的通道,減少在公共服務上的落差,大力發(fā)展快速交通,實現快速通勤,使京冀溶入到一個生活圈,在此基礎上將機構養(yǎng)老服務業(yè)打造成了一個新的經濟增長點,加強機構養(yǎng)老服務業(yè)中養(yǎng)護人員隊伍的建設等政策建議,多方面聯合發(fā)力促進兩地機構養(yǎng)老服務業(yè)的發(fā)展,有效緩解京冀兩地老年人口的養(yǎng)老壓力。
[Abstract]:China is one of the countries with the fastest aging population. According to the data released by the National Bureau of Statistics, the population of China aged 65 and above was 137.55 million in 2015, accounting for 10.1 percent of the total population. It is certain that China has entered an aging society. Among them, Beijing, Tianjin and Hebei, three places are facing a huge pressure of aging. At present, the coordinated development of Beijing-Tianjin-Hebei has become a national strategy. Under this background, the coordinated development of the institutional old-age service industry between Beijing and Hebei will be able to better cope with the plight of the aging population in Beijing and Hebei, be conducive to the sharing of resources between Beijing and Hebei, and complement each other. Based on the background of "coordinated development", this paper selects Beijing and Hebei as the research objects, analyzes the development of the institutional pension service industry in Beijing and Hebei, and adopts field investigation and case study. Research methods such as literature review and SWOT analysis are used to analyze the advantages, disadvantages and opportunities of the cooperative development of the aged service industry in the two places from the aspects of policy support, medical resources, geographical advantages, transportation, humanistic environment, public services, etc. The challenge is deeply analyzed, and the policy suggestions on how to seize the opportunity to meet the challenge and accelerate the coordinated development of the institutional pension service industry between Beijing and Hebei are put forward. The paper points out that Beijing, as the capital city, has reached 3.15 million old people by the end of 2015, and there is a lot of pressure for the aged. However, Beijing has a large population density, a fast pace of life and a tight land use, so it is impossible to build large pension institutions in the city. However, the Hebei region around Beijing has its incomparable advantages in geographical environment and human resources, while Beijing has enormous demand for the aged, strong medical resources, and sound public service support. Under the background of coordinated development between Beijing and Hebei, With the support of various policies, the two places can integrate high-quality resources and jointly promote the development of institutional pension services. The paper puts forward that the coordinated development of the aged service industry in Beijing and Hebei should first strengthen the top-level design, set up a cross-regional comprehensive coordination center, open the development channels, reduce the gap in public services, and vigorously develop rapid transportation. To realize rapid commuting and integrate Beijing and Hebei into a life circle, on the basis of which the institutional old-age service industry has been built into a new economic growth point, and policy suggestions such as strengthening the construction of maintenance personnel in the institutional old-age service industry have been made. To promote the development of the aged service industry in the two places, and to relieve the pressure of the aged population in Beijing and Hebei effectively.
