【摘要】：隨著現(xiàn)代醫(yī)療技術不斷的改革發(fā)展，老年人口壽命延長，加之上世紀以來推行的計劃生育政策，使得老年人口的贍養(yǎng)比不斷加大，人口老齡化現(xiàn)象嚴重。未富先老的經濟條件，家庭養(yǎng)老的傳統(tǒng)以及家庭結構和規(guī)模的變化，老年人對養(yǎng)老服務的需求越來越急切，無疑給社會和家庭帶來了嚴重的壓力和挑站。政府高度重視養(yǎng)老事業(yè)的發(fā)展，將“優(yōu)先發(fā)展養(yǎng)老服務業(yè)”寫入了國家的“十二五”規(guī)劃，于2013年9月出臺了《關于加快發(fā)展養(yǎng)老服務業(yè)的若干意見》。解決好老年人的養(yǎng)老問題，不斷滿足老年人日益豐富的養(yǎng)老服務需求，不僅是構建社會主義和諧社會的重要組成部分，也是適應社會經濟不斷發(fā)展的必然選擇。 本文以河北省社會化養(yǎng)老服務體系為研究對象，通過文獻研究和理論分析，將福利多元化理論作為養(yǎng)老服務社會化發(fā)展的理論基礎，并在此基礎上借鑒己有的研究成果，主要通過調查問卷，考察了老年人現(xiàn)在的生活狀態(tài)、對養(yǎng)老服務社會化的了解情況以及養(yǎng)老服務需求三個方面的內容，從側面反映了河北省養(yǎng)老服務社會化的實施現(xiàn)狀和存在的問題，在此基礎上，提出了進一步推進養(yǎng)老服務社會化發(fā)展的具體建議和策略。本研究以河北省石家莊為例，樣本來自石家莊市轄區(qū)以及轄區(qū)內的社區(qū)、養(yǎng)老機構等，，主要采用了描述性統(tǒng)計分析、回歸分析、相關分析等統(tǒng)計分析方法對調查數(shù)據(jù)進行了分析。 該研究以老年人的態(tài)度和需求為基礎，以養(yǎng)老服務社會化為核心展開論證。主要包括六大部分，各部分之間銜接緊密，邏輯嚴謹清晰，從不同的角度展開具體論證。首先，文章簡述了本論文的研究背景及意義、研究內容和方法、創(chuàng)新點等；第二，文章主要介紹養(yǎng)老服務社會化發(fā)展的相關概念和理論基礎，這是論文的基石和立論的保障；第三，文章對養(yǎng)老服務社會化發(fā)展的現(xiàn)狀進行了研究，重點分析了河北省養(yǎng)老服務社會化發(fā)展的歷程、老年人現(xiàn)在的生活狀態(tài)、對養(yǎng)老服務社會化的了解和需求情況；第四，本章將從機構養(yǎng)老、居家養(yǎng)老、社區(qū)養(yǎng)老三個角度，分析養(yǎng)老服務社會化發(fā)展存在的問題，主要包括養(yǎng)老觀念的落后、領導認識的不足、規(guī)劃缺乏科學性以及專業(yè)人才的缺乏等。第五，本章主要介紹了國內外其他地區(qū)養(yǎng)老服務社會化的先進經驗，為本省養(yǎng)老服務社會化發(fā)展提供重要借鑒；最后，筆者提出完善和促進河北省養(yǎng)老服務社會化發(fā)展的對策，成為本研究的目的和落腳點。
[Abstract]:With the development of modern medical technology and the prolongation of the life expectancy of the elderly population and the family planning policy implemented since the last century, the maintenance ratio of the elderly population is increasing, and the aging of the population is serious. The economic condition of the old before the rich, the tradition of the family pension and the change of the family structure and scale, the old people's demand for the old-age service is more and more urgent, which undoubtedly brings the serious pressure and the station to the society and the family. The government attaches great importance to the development of the old-age service industry, and has written "giving priority to the development of the old-age service industry" into the "12th Five-Year Plan" of the country. In September 2013, the government issued some opinions on speeding up the development of the old-age service industry. It is not only an important part of building a harmonious socialist society, but also an inevitable choice to adapt to the continuous development of social economy to solve the problem of the aged and meet the increasing demand of the elderly for the aged. This paper takes the socialized old-age service system of Hebei Province as the research object, through the literature research and the theoretical analysis, regards the welfare diversification theory as the theoretical foundation of the socialized development of the old-age service, and draws lessons from the existing research results on this basis. Mainly through the questionnaire, the paper examines the current living conditions of the elderly, the understanding of the socialization of the old-age service and the needs of the old-age service. This paper reflects the present situation and existing problems of the socialization of the old-age service in Hebei Province, and puts forward some concrete suggestions and strategies for further promoting the socialization of the old-age service. In this study, Shijiazhuang, Hebei Province as an example, samples from Shijiazhuang City District and the community, pension institutions and so on, mainly used descriptive statistical analysis, regression analysis, Correlation analysis and other statistical analysis methods to analyze the survey data. The research is based on the attitude and needs of the elderly, and the socialization of the service for the aged as the core. It mainly includes six parts, each part is closely connected, the logic is rigorous and clear, and the concrete demonstration is carried out from different angles. First of all, the paper briefly describes the research background and significance of this paper, research content and methods, innovation points, etc. Second, the article mainly introduces the related concepts and theoretical basis of the socialized development of old-age service, which is the cornerstone of the paper and the protection of the argument. Third, the article has carried on the research to the pension service socialization development present situation, has analyzed the Hebei Province pension service socialization development process, the old people's living condition now, to the old age service socialization understanding and the demand situation; fourth, This chapter will analyze the problems existing in the socialization development of pension service from the perspectives of institutional pension, home pension and community old-age care, mainly including the backward concept of pension, the lack of leadership understanding, The lack of scientific planning and the lack of professionals and so on. Fifth, this chapter mainly introduces the advanced experience of pension service socialization in other regions at home and abroad, and provides important reference for the development of pension service socialization in this province. Finally, the author puts forward the countermeasures to improve and promote the socialization development of pension service in Hebei Province. To become the purpose and foothold of this study.
