戒毒人員后續(xù)照管平臺項目的計劃與推廣實施控制

【摘要】:受經(jīng)濟全球化和信息化高速發(fā)展的影響,中國的毒品問題將在今后一段時間內持續(xù)發(fā)展蔓延,禁毒戒毒工作面臨著巨大壓力和嚴峻挑戰(zhàn)。有證據(jù)表明,80%的強制隔離戒毒人員解除戒毒后3個月內選擇復吸,這其中又有80%的戒毒人員復吸是在離開戒毒所3天內。所以,發(fā)動組織各種社會力量積極參與禁毒戒毒工作不容忽視,建立并推廣戒毒人員后續(xù)照管平臺項目已經(jīng)作為政府職能部門的亟需研究的課題。本文對作者所負責的戒毒人員后續(xù)照管平臺項目的計劃和外包開發(fā)后的推廣(即從平臺試運行到正式運行階段)實施控制進行了研究。最初,對當前社會綜合治理項目管理及相關領域的成熟研究成果進行了分析;其次,結合國內外部分地區(qū),特別是山東省戒毒人員后續(xù)照管的現(xiàn)狀,明確了戒毒人員后續(xù)照管平臺項目的定位、需求、范圍、內容、流程和團隊配置,根據(jù)以上要求制定了項目的進度、資源和質量計劃,并將項目交由網(wǎng)絡科技公司承包建設;進而,確定了項目的實施控制機制,在此基礎上給出了項目的范圍、進度、資源、質量和溝通控制方法。通過對戒毒人員后續(xù)照管平臺項目進行項目計劃、服務外包與實施控制,提高了項目管理的效果和科學性,對促進其他省市及全國戒毒人員后續(xù)照管平臺的建設提供了經(jīng)驗借鑒,對戒毒人員成功融入社會和司法行政機關運用信息化提升履職能力具有積極的意義。
[Abstract]:Under the influence of economic globalization and the rapid development of information technology, China's drug problem will continue to develop and spread in the next period of time, and the work of drug control and detoxification is facing great pressure and severe challenges. There is evidence that 80% of the drug addicts choose relapse within 3 months after they are released from the drug treatment center, and 80% of them return to the drug treatment center within 3 days after they leave the drug treatment center. Therefore, it can not be ignored to mobilize various social forces to participate in drug control and detoxification, and to establish and popularize the project of follow-up care platform for detoxification personnel has become an urgent research topic for government functional departments. In this paper, the author studies the planning of the follow-up care platform project for detoxification workers and the implementation control after outsourced development (that is, from the platform trial to the formal operation stage). At first, it analyzes the current project management of comprehensive social management and the mature research results in related fields. Secondly, it combines the current situation of follow-up care of drug addicts in parts of China and abroad, especially in Shandong Province. The location, demand, scope, content, process and team configuration of the follow-up care platform project for detoxification personnel are defined. According to the above requirements, the progress, resources and quality plan of the project are worked out, and the project is handed over to the network science and technology company to contract and build. Furthermore, the implementation control mechanism of the project is determined, and the scope, progress, resources, quality and communication control methods of the project are given. Through the project planning of the follow-up care platform project for drug addicts, the service outsourcing and implementation control have improved the effectiveness and scientific nature of the project management. It provides experience and reference for other provinces and cities and national drug addicts' follow-up care platform, and has positive significance for drug addicts' successful integration into the society and judicial administrative organs to use information technology to enhance their ability to perform their duties.
