【摘要】：偏向錄用"專才"和注重從弱勢群體中招收成員的美國文官制度所催生的文官階層,構(gòu)成了美國中產(chǎn)階級的核心組成部分和美國政府管理的中堅力量。美國政治制度的穩(wěn)定性有賴于其三權(quán)分立且制衡的政治體制的良性運行,不少學者認為,20世紀以來,這一體制呈現(xiàn)出總統(tǒng)權(quán)力膨脹的趨勢,威脅了美國政治制度的穩(wěn)定性,但這種擔心夸大了問題的嚴重性。總統(tǒng)只是在處理危機以及外交和國防等領(lǐng)域內(nèi)的權(quán)力在擴大,行政分支權(quán)力的擴大不完全等同于總統(tǒng)權(quán)力的擴大。文官系統(tǒng)與國會、總統(tǒng)之間形成的"一仆二主"關(guān)系以及與國會、利益集團之間形成的"鐵三角"關(guān)系,遏制了總統(tǒng)權(quán)力的膨脹勢頭,加強了國會的地位。也有學者認為,不斷膨脹的文官系統(tǒng)掌握了實權(quán),架空了總統(tǒng),但這是誤把文官系統(tǒng)看成是一個整體。權(quán)力和利益都很分散且彼此競爭的文官系統(tǒng)重塑了三權(quán)分立且制衡的政治體制,使之在新的歷史條件下達到了一種相對的平衡,從而為美國政治制度的穩(wěn)定打下了新的基礎(chǔ)。
[Abstract]:The civil class created by the American civil service system, which prefers to employ "professionals" and pays attention to recruiting members from the disadvantaged groups, constitutes the core part of the American middle class and the backbone of American government management. The stability of the American political system depends on the benign operation of its political system of separation of powers and checks and balances. Many scholars believe that since the 20th century, this system has shown a tendency of the expansion of presidential power, which threatens the stability of the political system of the United States. But such fears exaggerate the seriousness of the problem. The president is only dealing with the crisis and foreign affairs and national defense and other areas in the expansion of power, the expansion of executive branch power is not exactly equivalent to the expansion of presidential power. The relationship between the civil service system and the Congress, the "one servant and two masters" between the president and the Congress and the interest groups has restrained the expansion of the presidential power and strengthened the position of the Congress. Some scholars believe that the expanding civil service system holds the real power of the president, but this is a mistake to regard the civil service system as a whole. The civil service system, where power and interests are scattered and competing with each other, has reshaped the political system of separation of powers and checks and balances, which has made it a relative balance under the new historical conditions, thus laying a new foundation for the stability of the American political system.
