【摘要】：隨著我國老年社會的到來,老年人口逐漸增加,這部分人口在規(guī)模上不斷擴大,同時身體健康心理素質(zhì)等方面也呈現(xiàn)出一定的問題,獨生子女政策的推進讓這部分老年人的照料問題逐步顯現(xiàn),高齡化和獨子老齡化并存,于此同時我國尚未形成和經(jīng)濟發(fā)展相協(xié)調(diào)的老年人照料照護體系。老年人照料主要還是依靠夫妻間的相互扶持以及子女的孝敬,國家在保障領域并沒有一塊專門針對老年人照料的政策措施,使得老年人照料問題成為獨子時代,家庭和社會的一大矛盾。近幾十年,國家雖然有針對老年人的醫(yī)療和經(jīng)濟上的保障,但都是最基本的保障,在龐大的老年人口面前這些保障顯得有些力不從心,如何在現(xiàn)有經(jīng)濟體制和人口結構下最大程度的防范老年風險將成為一段時間內(nèi)亟需探討的問題。本文通過探討我國現(xiàn)階段老齡化特征并基于老年人長期照料情況的調(diào)查分析,認為我國現(xiàn)階段老年人長期照料應該走家庭照料和機構護理相結合的照料方式,綜合統(tǒng)籌各種照料方式,發(fā)揚傳統(tǒng)孝道,發(fā)揮社區(qū)照料的功能。同時國家層面盡快實現(xiàn)老年人長期護理保障制度,作為我國養(yǎng)老保障和醫(yī)療保障的補充部分。
[Abstract]:With the arrival of the elderly society in our country, the elderly population is gradually increasing, and this part of the population is constantly expanding in scale. At the same time, there are some problems in the aspects of physical health and psychological quality, etc. With the promotion of the one-child policy, this part of the elderly care problems gradually appear, the aging and the only child aging coexist, at the same time, China has not yet formed a coordinated care and care system for the elderly with economic development. The care of the elderly mainly depends on the mutual support between husband and wife and the filial piety of the children. In the field of security, the state does not have a special policy measure for the care of the elderly, which makes the care of the elderly become the only child age. A big contradiction between family and society. In recent decades, although the state has medical and economic guarantees for the elderly, they are all the most basic ones. In the face of a large number of elderly people, these guarantees seem somewhat inadequate. How to prevent the risk of old age in the present economic system and population structure will become a problem that needs to be discussed for a period of time. Based on the investigation and analysis of the characteristics of aging in China and the situation of long-term care for the elderly, this paper concludes that the long-term care of the elderly at this stage should be based on the combination of family care and institutional care. Comprehensive coordination of various care methods, carry forward the traditional filial piety, give play to the function of community care. At the same time, the national level as soon as possible to realize the elderly long-term care security system, as a supplementary part of old-age security and medical security.
