【摘要】：20世紀(jì)90年代以來(lái),隨著中國(guó)經(jīng)濟(jì)的騰飛、人們生活水平的提高,特別是中國(guó)接入國(guó)際互聯(lián)網(wǎng)以后,應(yīng)用到了經(jīng)濟(jì)、政治、文化等方面,較為全面的改變了人們的生產(chǎn)生活方式,極大地影響了整個(gè)社會(huì)的發(fā)展。在這樣的情況下,中國(guó)網(wǎng)絡(luò)民主應(yīng)運(yùn)而生,并成為政治生活中一種必不可少的參與形式。網(wǎng)絡(luò)的普及給中國(guó)的政治的發(fā)展增添了新的元素。整體是由部分組成的。中國(guó)網(wǎng)絡(luò)民主是一個(gè)整體,那么組成它的要素有哪些?作為新生事物的中國(guó)網(wǎng)絡(luò)民主其價(jià)值何在?我們應(yīng)如何看待?本文認(rèn)為,中國(guó)網(wǎng)絡(luò)民主的要素主要包括網(wǎng)絡(luò)基礎(chǔ)要素(光纜、服務(wù)器、終端等)、參與主體(組織、個(gè)人)、參與客體(行政部門、網(wǎng)絡(luò)媒體)、目標(biāo)、制度(法律、法規(guī)),其中網(wǎng)絡(luò)民主參與主體是最重要的要素。且網(wǎng)絡(luò)民主的價(jià)值包括兩方面,即正面價(jià)值和負(fù)面價(jià)值,我們應(yīng)該正確對(duì)待中國(guó)網(wǎng)絡(luò)民主的價(jià)值,不能偏向其一。在中國(guó)網(wǎng)絡(luò)民主發(fā)展的過(guò)程中,我們要不斷優(yōu)化各要素以及各要素之間的關(guān)系,使其能更好地推動(dòng)中國(guó)網(wǎng)絡(luò)民主的發(fā)展。同時(shí),我們更應(yīng)該公正、客觀的分析其價(jià)值,做好價(jià)值歸位工作。
[Abstract]:Since the 1990s, with the rapid development of China's economy and the improvement of people's living standards, especially after China's access to the Internet, it has been applied to economic, political, cultural and other aspects. A more comprehensive change in people's way of production and life, greatly affected the development of the whole society. In such circumstances, China's cyber democracy came into being and became an indispensable form of participation in political life. The popularity of the Internet has added new elements to the political development of China. The whole is made up of parts. China's cyber democracy is a whole, so what are the elements that make it up? What is the value of China's network democracy as a new thing? What should we think of it? This paper holds that the elements of China's network democracy mainly include the basic elements of the network (optical cable, server, terminal, etc.), the participants (organizations, individuals, objects) (administrative departments, network media, objectives, institutions, laws, etc.) Laws and regulations, in which the main body of network democratic participation is the most important element. And the value of network democracy includes two aspects, that is, positive value and negative value. In the course of the development of China's network democracy, we should constantly optimize the various elements and the relationship between them so that they can better promote the development of China's network democracy. At the same time, we should be fair, objective analysis of its value, value return work.
