【摘要】：從2001年“法輪功”上萬名癡迷教徒圍攻中南海、數(shù)名信徒甚至在天安門前自焚,到2014年六名“全能神”教徒在山東省招遠(yuǎn)市一家餐廳內(nèi)將一名無辜女性暴打致死,可以這樣說,近年來邪教通過精神控制等方法,控制信徒實(shí)施危害公共安全、擾亂社會(huì)秩序、侵害群眾生命財(cái)產(chǎn)安全的惡性事件屢見不鮮。所以說,邪教絕不是“宗教信仰”問題,而是一個(gè)關(guān)系到人民安全、社會(huì)和諧、國家安定的社會(huì)問題。隨著我國的經(jīng)濟(jì)社會(huì)飛速發(fā)展,相伴而來的是利益格局發(fā)生巨大變化,各種社會(huì)矛盾和不穩(wěn)定因素日益凸顯,邪教也呈現(xiàn)出很多新的特點(diǎn),如信徒人數(shù)不斷增多、組織活動(dòng)更加隱蔽、作案手段愈加殘暴等。但我國的反邪教工作仍在延續(xù)著傳統(tǒng)方式,管理主體以政府為主,沒有完整、健全的反邪教法律體系,在反邪教的工作方式上也相對落后,根本無法適應(yīng)日益變化且嚴(yán)峻的反邪教形勢。但社會(huì)管理創(chuàng)新理論為反邪教機(jī)制的完善提供了全新的研究視角與解決途徑,社會(huì)管理創(chuàng)新包括了社會(huì)管理理念、管理體系和管理制度三個(gè)方面的改革與創(chuàng)新。本文以反邪教機(jī)制建設(shè)為研究對象,分析目前我國反邪教工作中存在的問題,并分析產(chǎn)生這些問題的原因,同時(shí)引入社會(huì)管理的相關(guān)概念,借鑒國內(nèi)外社會(huì)管理創(chuàng)新與反邪教工作中的豐富的案例和素材,探索我國反邪教工作在組織體制、管理體制、管理制度三個(gè)方面創(chuàng)新的可能性和可行性,為構(gòu)建科學(xué)且完整的反邪教機(jī)制提出對策與建議,希望能夠?qū)ξ覈滦蝿菹碌姆葱敖坦ぷ髌鸬椒e極作用。而建立起更為科學(xué)、合理、長效的反邪教社會(huì)管理機(jī)制,將能更加有效地控制邪教組織,有力打擊邪教犯罪,從而保障廣大人民群眾的生命、財(cái)產(chǎn)安全,促進(jìn)社會(huì)和諧穩(wěn)定,全面維護(hù)國家安全。
[Abstract]:From the 2001 siege of tens of thousands of "Falungong" obsessives to Zhongnanhai, several followers even set themselves on fire in front of Tiananmen Square, to the fact that in 2014 six "Almighty God" followers beat an innocent woman to death in a restaurant in Zhaoyuan City, Shandong Province, we can say so. In recent years, evil cults, by means of spiritual control and other methods, have controlled believers to endanger public safety, disturb social order, and infringe upon the safety of the lives and property of the masses. Therefore, cult is not a question of "religious belief," but a social problem related to the security of the people, social harmony, and national stability. With the rapid development of our country's economy and society, it is accompanied by great changes in the pattern of interests, various social contradictions and unstable factors are becoming increasingly prominent, and cults also show many new characteristics, such as the increasing number of believers. The organization activities are more covert, the crime means more brutal and so on. However, the anti-cult work in our country is still continuing its traditional way. The main body of management is the government, there is no complete and sound anti-cult legal system, and it is relatively backward in the way of anti-cult work. Can not adapt to the ever-changing and grim anti-cult situation. However, the theory of social management innovation provides a new perspective and solution for the perfection of anti-cult mechanism. The innovation of social management includes the reform and innovation of social management concept, management system and management system. This paper takes the construction of anti-cult mechanism as the research object, analyzes the problems existing in the anti-cult work in our country at present, and analyzes the causes of these problems. At the same time, it introduces the relevant concepts of social management. Drawing on the rich cases and materials of social management innovation and anti-cult work at home and abroad, this paper explores the possibility and feasibility of innovation in the organizational system and management system of anti-cult work in China. In order to build a scientific and complete anti-cult mechanism, it is hoped that it can play a positive role in the anti-cult work under the new situation in our country. The establishment of a more scientific, rational, and long-term anti-cult social management mechanism will be able to more effectively control cult organizations, have the power to crack down on cult crimes, thereby safeguarding the lives and property security of the broad masses of the people, and promoting social harmony and stability.
