【摘要】：問題少年現(xiàn)象已成為我國當(dāng)前經(jīng)濟(jì)社會發(fā)展過程中必須要直面的社會管理難題。這一現(xiàn)象產(chǎn)生于社會大轉(zhuǎn)型的歷史時期,具有深刻的時代性和社會性,它不僅與我國社會的快速發(fā)展和治理體系的相對陳舊的矛盾有著直接關(guān)系,又與我國的國家政策、社會文化、傳統(tǒng)道德危機(jī)、社區(qū)管理危機(jī)等都有著千絲萬縷的聯(lián)系。對問題少年現(xiàn)象的治理關(guān)系著國家和民族的未來,這絕不是某個部門或某條措施就可以起到絕對的效果,它是一個體系,既需要我們在管理理念上進(jìn)行創(chuàng)新與改革,又需要我們對傳統(tǒng)的管理模式進(jìn)行改革,精簡放權(quán),有所為有所不為。對于社會團(tuán)體而言,要與政府形成積極的互動機(jī)制,填補(bǔ)政府權(quán)力退讓后的管理空缺,更好更靈活的為問題少年提供服務(wù)。對家庭與學(xué)校而言,要轉(zhuǎn)變管理和教育的視角,以一種平和、平等的交流心態(tài)做問題少年的朋友與良師。在對問題少年管理體系的重構(gòu)上,本文既尊重我國社會管理的現(xiàn)實情況,又注重從國外借鑒經(jīng)驗,并主要從預(yù)防、管理和挽救三方面角度提出了構(gòu)建我國問題少年社會管理體系的建議。這種體系既是對管理體系內(nèi)部的各部門協(xié)作關(guān)系進(jìn)行了初步梳理,又是依據(jù)我國問題少年的形成規(guī)律而提出的有效建議。
[Abstract]:The problem of juvenile phenomenon has become a difficult problem of social management in the process of economic and social development in China. This phenomenon arises in the historical period of great social transformation and has a profound epochal and social character. It is not only directly related to the rapid development of our society and the relatively old contradictions of our governance system, but also to our national policies. Social culture, traditional moral crisis and community management crisis are closely related. The governance of the problem juvenile phenomenon is related to the future of the country and the nation. This is by no means an absolute effect of a department or a measure. It is a system that requires us to innovate and reform our management concepts. We also need to reform the traditional management model, streamline decentralization, and do something wrong. For the social groups, we should form a positive interaction mechanism with the government, fill the management vacancy after the government abdication, and provide better and more flexible service for the problem youth. For families and schools, we should change the perspective of management and education, and be friends and mentors of troubled teenagers with a peaceful and equal exchange mentality. In the reconstruction of the problem juvenile management system, this paper not only respects the reality of our country's social management, but also pays attention to the experience from abroad, and mainly from the prevention. The author puts forward some suggestions on the construction of the social management system of the troubled teenagers in China from the perspectives of management and rescue. This system not only combs the cooperation relations of various departments within the management system, but also is an effective suggestion according to the formation law of the problem teenagers in our country.
