【摘要】：公共政策是政府進(jìn)行國(guó)家管理和社會(huì)管理的基本形式之一,公共政策質(zhì)量是政府對(duì)公共政策規(guī)劃是否合法和合理、公共政策是否滿足社會(huì)公民預(yù)期,以及公共政策對(duì)于解決社會(huì)問(wèn)題和促進(jìn)社會(huì)發(fā)展的實(shí)際作用與效果的衡量與判斷。從公共政策主體、客體和目標(biāo)三個(gè)維度,可以將公共政策質(zhì)量的影響因素概括為政府對(duì)公共政策標(biāo)準(zhǔn)的把控、公民對(duì)公共政策的認(rèn)可程度、公共政策的實(shí)用性三方面,并將公共政策質(zhì)量的衡量指標(biāo)歸納為公共性、權(quán)威性、科學(xué)性和民主性。公民參與是公民影響公共生活的基本形式,也是現(xiàn)代民主政治的一項(xiàng)重要指標(biāo)。公民參與的影響主要包含對(duì)公民自身的影響、對(duì)政府的影響和對(duì)政策質(zhì)量的影響三個(gè)方面。其中,公民參與對(duì)公共政策質(zhì)量的影響可以通過(guò)其對(duì)公共政策四項(xiàng)衡量指標(biāo)的影響體現(xiàn)出來(lái),而它對(duì)于一個(gè)國(guó)家公共政策質(zhì)量的實(shí)際影響須在具體的政治、經(jīng)濟(jì)和文化發(fā)展等背景下進(jìn)行具體的判斷。當(dāng)前我國(guó)的公民參與實(shí)踐取得了前所未有的發(fā)展,對(duì)公共政策質(zhì)量產(chǎn)生的影響也愈發(fā)深刻和廣泛,并已取得一定積極性成果。同時(shí),尚存在以下不足:第一,參與積極性不足,不能充分保障公共政策整體狀態(tài);第二,參與能力不成熟,不能充分維護(hù)公共政策科學(xué)性;第三,參與范圍不均衡,不能適時(shí)影響公共政策過(guò)程;最后,參與力度不充分,不能有效控制公共政策走向。優(yōu)化我國(guó)公民參與對(duì)公共政策質(zhì)量的影響,要求我們既不可以忽視公民參與的歷史潮流,阻礙公民參與對(duì)提高公共政策質(zhì)量的積極作用;又應(yīng)避免過(guò)分夸大公民參與的價(jià)值,走向公民與政府互動(dòng)的另一個(gè)極端。要立足于當(dāng)前我國(guó)的民主政治發(fā)展現(xiàn)狀,理性認(rèn)識(shí)公民參與公共政策的價(jià)值、科學(xué)設(shè)定公民參與公共政策的范圍與力度、有效完善公民參與公共政策的渠道、并全面提高公民參與公共政策的能力和水平,在具體的公共政策實(shí)踐中找到公民參與政策過(guò)程的平衡點(diǎn)。
[Abstract]:Public policy is one of the basic forms of government's national and social management. The quality of public policy is whether the government's planning of public policy is legal and reasonable, and whether the public policy meets the expectations of social citizens. And public policies to solve social problems and promote social development of the actual role and effect of measurement and judgment. From the three dimensions of public policy subject, object and goal, the influencing factors of public policy quality can be summarized as the government's control of public policy standards, the degree of citizens' acceptance of public policy, and the practicability of public policy. And the quality of public policy is summed up as public, authoritative, scientific and democratic. Citizen participation is not only the basic form of citizen's influence on public life, but also an important indicator of modern democratic politics. The influence of citizen participation mainly includes three aspects: the influence on the citizen itself, the influence on the government and the influence on the policy quality. Among them, the impact of citizen participation on the quality of public policy can be reflected through its impact on the four measures of public policy, and its actual impact on the quality of public policy in a country must be specific political. Economic and cultural development in the context of specific judgments. At present, the practice of citizen participation in our country has made unprecedented development, and the influence on the quality of public policy has become more and more profound and extensive, and has achieved certain positive results. At the same time, there are the following shortcomings: first, insufficient participation enthusiasm, can not fully protect the overall state of public policy; second, participation capacity is not mature, can not fully maintain the scientific nature of public policy; third, the scope of participation is not balanced, It can't influence the process of public policy timely, and finally, it can't control the trend of public policy effectively. Optimizing the influence of citizen participation on the quality of public policy requires us not only to ignore the historical trend of citizen participation, but also to avoid exaggerating the value of citizen participation. Toward the other extreme of citizen-government interaction. We should base ourselves on the current situation of democratic political development in our country, rationally understand the value of citizen participation in public policy, scientifically set the scope and intensity of citizen participation in public policy, and effectively improve the channel of citizen participation in public policy. And comprehensively improve the ability and level of citizen participation in public policy, and find out the balance point in the process of citizen participation in the practice of specific public policy.
