【摘要】：我國人口老齡化已達(dá)到較為嚴(yán)重的程度,這是對經(jīng)濟(jì)穩(wěn)定和社會穩(wěn)定將是一個極大的挑戰(zhàn)。我國進(jìn)入老齡化社會以來,呈現(xiàn)出老年人口基數(shù)大、增速快、老齡化進(jìn)程快等特點,再加上我國未富先老的國情和家庭小型化的結(jié)構(gòu)疊加在一起,養(yǎng)老問題異常嚴(yán)峻。老齡化社會會造成家庭撫養(yǎng)負(fù)擔(dān)加重,阻礙經(jīng)濟(jì)發(fā)展和沖擊現(xiàn)有的社會保障制度等問題。隨著經(jīng)濟(jì)的發(fā)展和家庭結(jié)構(gòu)的變化,原有的以家庭為主的養(yǎng)老方式已經(jīng)逐漸難以滿足當(dāng)今我國的實際情況和養(yǎng)老需求�；诖�,社區(qū)養(yǎng)老服務(wù)開始興起,相對于傳統(tǒng)的養(yǎng)老方式,社區(qū)養(yǎng)老可以更加滿足老年人的心理需求,緩解家庭養(yǎng)老的經(jīng)濟(jì)負(fù)擔(dān),有效彌補家庭養(yǎng)老和機構(gòu)養(yǎng)老的不足,更加順應(yīng)時代潮流。發(fā)展社區(qū)養(yǎng)老是社會的需要,老年人心理的需要,也是家庭經(jīng)濟(jì)的需要。但是在我國,社區(qū)養(yǎng)老仍處于新興階段。本文以保定市為例,總結(jié)分析出當(dāng)今社區(qū)養(yǎng)老中老年人對社區(qū)養(yǎng)老滿意度低,“獨子養(yǎng)老”負(fù)擔(dān)重和老年人參加社區(qū)活動不積極等現(xiàn)狀,并總結(jié)出當(dāng)前社區(qū)養(yǎng)老基礎(chǔ)設(shè)施薄弱、缺少專業(yè)隊伍和社區(qū)養(yǎng)老資源缺乏等等問題,并通過總結(jié)先進(jìn)國家和地區(qū)的社區(qū)養(yǎng)老服務(wù)實踐和經(jīng)驗,獲得出對于我國發(fā)展社區(qū)養(yǎng)老服務(wù)的啟示。文章最后,提出了等加大對于社區(qū)養(yǎng)老的資金傾斜和政策服務(wù)、鼓勵多種資源進(jìn)入社區(qū)養(yǎng)老和積極發(fā)展老齡產(chǎn)業(yè)等改革與完善我國社區(qū)養(yǎng)老服務(wù)建議。
[Abstract]:China's aging population has reached a more serious level, which will be a great challenge to economic stability and social stability. Since China has entered the aging society, it has shown the characteristics of large base of the aged population, rapid growth rate, rapid aging process and so on. In addition, the situation of the old before becoming rich and the structure of the family miniaturization are superimposed together, and the problem of the aged is extremely serious. The aging society causes the family support burden to increase, hinders the economic development and impacts the existing social security system and so on. With the development of economy and the change of family structure, it is difficult to satisfy the actual situation and the demand of the aged in our country. Based on this, the community pension service began to rise, compared with the traditional way of providing for the aged, the community pension can more meet the psychological needs of the elderly, ease the economic burden of the family pension, and effectively make up for the shortage of the family pension and institutional pension. More in line with the trend of the times. The development of community pension is the need of the society, the psychological needs of the elderly, and the needs of the family economy. But in our country, community pension is still in a new stage. Taking Baoding City as an example, this paper sums up and analyzes the current situation of the elderly people's low satisfaction with the community pension, the heavy burden of "only son's old-age care" and the lack of active participation of the elderly in community activities, and concludes that the current community pension infrastructure is weak. Lack of professional team and lack of community endowment resources and other problems, and through summing up the advanced countries and regions of the community pension service practice and experience, to obtain the inspiration for the development of community pension services in China. At the end of the article, the author puts forward some suggestions on the reform and improvement of community old-age service in China, such as increasing the fund inclination and policy service, encouraging various resources to enter the community for the aged and actively developing the aging industry.
