【摘要】：基層治理正在涌動(dòng)的在線化浪潮,不僅與移動(dòng)互聯(lián)網(wǎng)技術(shù)的廣泛普及有關(guān),更與基層社會(huì)的原發(fā)性建構(gòu)與創(chuàng)新有關(guān)�；鶎釉诰�治理嵌入社區(qū)多中心主體,利用微信平臺(tái)撬動(dòng)線下多年未變的弱參與格局,在達(dá)成"共在"和"共處"效應(yīng)后,須突破"共商"的瓶頸,才能遇見"共融"的場(chǎng)景。通往協(xié)商的基層在線治理正在嘗試"彎道超車",引導(dǎo)基層政府向電子政府、移動(dòng)政府轉(zhuǎn)型,推動(dòng)政府職能的優(yōu)化。
[Abstract]:The online wave of grass-roots governance is not only related to the widespread popularization of mobile Internet technology, but also to the primary construction and innovation of grass-roots society. Grass-roots online governance is embedded in the multi-center main body of the community, using WeChat platform to move the weak participation pattern which has not changed for many years under the WeChat platform. After the effect of "co-existence" and "co-existence" has been reached, we must break through the bottleneck of "co-discussion" before we can meet the scene of "co-existence". Grass-roots online governance to negotiation is trying to "bend over" to guide grass-roots government to e-government, mobile government transformation, and promote the optimization of government functions.
