【摘要】：我國(guó)社會(huì)正處于轉(zhuǎn)型的時(shí)期,自然災(zāi)害、人為事故,以及非傳統(tǒng)的安全問(wèn)題頻發(fā),嚴(yán)重威脅到了我國(guó)構(gòu)建安定、和諧的社會(huì)。我國(guó)已經(jīng)進(jìn)入“高風(fēng)險(xiǎn)社會(huì)”階段,為了抵抗各類社會(huì)風(fēng)險(xiǎn)的沖擊、維護(hù)社會(huì)的穩(wěn)定,增強(qiáng)社區(qū)的柔韌性是十分必要的。社區(qū),作為基層自治組織,是社會(huì)應(yīng)急管理中的最重要的參與者和執(zhí)行者之一,可以彌補(bǔ)國(guó)家單一治理存在的諸多弊端,發(fā)揮因地制宜、反映迅速等優(yōu)勢(shì)。高水平的社區(qū)柔韌性可以使社區(qū)通過(guò)自身的能力在災(zāi)難中最大可能的存活下來(lái),并快速的恢復(fù)到令人滿意的狀態(tài),有效的保護(hù)人民生命和財(cái)產(chǎn)的安全。盡管隨著社區(qū)柔韌性得到越來(lái)越多的關(guān)注,社區(qū)柔韌性的評(píng)估模型和指標(biāo)體系也開(kāi)始被廣泛討論,但是我國(guó)尚未構(gòu)建出一套系統(tǒng)的、可操作的、適應(yīng)我國(guó)背景的社區(qū)柔韌性評(píng)估體系。因而本文旨在構(gòu)建我國(guó)社區(qū)柔韌性評(píng)估體系,發(fā)現(xiàn)我國(guó)社區(qū)柔韌性建設(shè)中存在的不足,提出增強(qiáng)社區(qū)柔韌性的對(duì)策和建議。首先,以組織學(xué)習(xí)理論、脆弱性理論和社會(huì)資本理論作為研究的理論基礎(chǔ),通過(guò)不同研究視角對(duì)國(guó)內(nèi)外社區(qū)柔韌性評(píng)估研究成果進(jìn)行分類,發(fā)現(xiàn)社區(qū)柔韌性的研究存在概念不清、內(nèi)容缺乏系統(tǒng)性,評(píng)估體系缺乏操作性等問(wèn)題。其次,提出我國(guó)社區(qū)柔韌性評(píng)估體系建設(shè)的目標(biāo)、原則、評(píng)估主體、以及科學(xué)化的評(píng)估程序。第三,采用經(jīng)驗(yàn)分析和專家訪談法,構(gòu)建包括情景認(rèn)知能力、抗災(zāi)能力、轉(zhuǎn)化能力、社會(huì)資本和脆弱性共5個(gè)一級(jí)指標(biāo)和18個(gè)二級(jí)指標(biāo)在內(nèi)的社區(qū)柔韌性指標(biāo)體系,運(yùn)用層次分析法確定所有指標(biāo)的權(quán)重,并驗(yàn)證了其信度和效度,最終形成了我國(guó)社區(qū)柔韌性評(píng)估體系。第四,對(duì)大連市新老式社區(qū)的代表：黃河社區(qū)和勝利社區(qū),進(jìn)行了社區(qū)柔韌性的評(píng)估,通過(guò)實(shí)際評(píng)估驗(yàn)證了評(píng)估體系的可行性和適用性,并對(duì)評(píng)估結(jié)果進(jìn)行了深入的比較分析。最后,對(duì)大連市乃至全國(guó)范圍內(nèi)社區(qū)柔韌性的建設(shè)提出了推廣社區(qū)柔韌性建設(shè)理念,加強(qiáng)社區(qū)社會(huì)資本建設(shè),完善社區(qū)應(yīng)急管理體系建設(shè),開(kāi)展社區(qū)脆弱性專項(xiàng)治理工作,加強(qiáng)社區(qū)應(yīng)急管理信息化平臺(tái)的建設(shè)等五點(diǎn)對(duì)策和建議。
[Abstract]:Our society is in a period of transition, natural disasters, man-made accidents, and non-traditional security problems frequently occur, which seriously threaten the construction of a stable and harmonious society in China. Our country has entered the stage of "high risk society", in order to resist the impact of all kinds of social risks, maintain social stability, strengthen the flexibility of the community is very necessary. Community, as a grass-roots autonomous organization, is one of the most important participants and executors in social emergency management. The high level of community flexibility can enable the community to survive the disaster as far as possible through its own ability, and quickly recover to a satisfactory state, and effectively protect the safety of people's lives and property. Although more and more attention has been paid to community flexibility, the evaluation model and index system of community flexibility have been widely discussed, but China has not yet constructed a set of systematic, operational, Community flexibility assessment system adapted to the background of our country. Therefore, the purpose of this paper is to construct a community flexibility evaluation system in China, to find out the shortcomings in the construction of community flexibility, and to put forward some countermeasures and suggestions to enhance community flexibility. Firstly, based on organizational learning theory, vulnerability theory and social capital theory, the research results of community flexibility assessment at home and abroad are classified from different perspectives. It is found that there are some problems in community flexibility research, such as unclear concept, lack of systematic content, lack of operability of evaluation system, and so on. Secondly, the aim, principle, main body and scientific evaluation procedure of community flexibility evaluation system in China are put forward. Thirdly, using empirical analysis and expert interview, the paper constructs a community resilience index system, which includes 5 first-class indicators and 18 second-level indicators, including situational cognitive ability, disaster resilience, transformation ability, social capital and vulnerability. Using AHP to determine the weight of all indicators, and to verify its reliability and validity, finally formed our country community flexibility evaluation system. Fourth, the community flexibility evaluation of the representatives of the old and new communities in Dalian, namely, the Yellow River community and the Shengli community, is carried out, and the feasibility and applicability of the evaluation system are verified through the actual evaluation. The evaluation results are compared and analyzed deeply. Finally, the paper puts forward the idea of community flexibility construction, strengthens the community social capital construction, consummates the community emergency management system construction, and develops the community vulnerability special management work to the Dalian city and even the whole country scope community flexibility construction. Strengthen the community emergency management information platform construction and other five countermeasures and suggestions.
