【摘要】：社會(huì)救助作為一項(xiàng)重要的反貧困政策,在反貧困過程中起著兜底作用。本文介紹了美國(guó)"未成年子女家庭援助計(jì)劃"(AFDC)以及"臨時(shí)家庭援助計(jì)劃"(TANF)兩項(xiàng)社會(huì)救助政策各自的內(nèi)容與特點(diǎn);分析了"未成年子女家庭援助計(jì)劃"被終結(jié)的原因,闡明了"臨時(shí)家庭援助計(jì)劃"的實(shí)施效果及原因;最后從工作福利、貧困標(biāo)準(zhǔn)的制定及救助對(duì)象的確定、如何防范福利依賴以及救助資金管理等多個(gè)方面分析這兩項(xiàng)政策對(duì)完善我國(guó)社會(huì)救助政策的啟示。
[Abstract]:As an important anti poverty policy, social assistance plays a fundamental role in the process of anti poverty. This paper introduces the contents and characteristics of two social assistance policies of "the AFDC" and "the temporary family assistance program" (TANF), and analyzes the original of the "family assistance program for minor children". The results and reasons for the implementation of the "temporary family assistance program" were clarified. Finally, the two policies on the improvement of the social assistance policy in China were analyzed from the work welfare, the formulation of the standard of poverty, the determination of the object of assistance, how to prevent the welfare dependence and the fund management.
