【摘要】：由于傳統(tǒng)觀念偏見(jiàn)及認(rèn)識(shí)偏差,我國(guó)殘疾人福利理念落后、項(xiàng)目單一、服務(wù)缺失、福利水平低下。包容性發(fā)展提倡要讓全體社會(huì)成員都能公平合理地共享發(fā)展的權(quán)利、機(jī)會(huì)特別是成果。以包容性發(fā)展的思路促進(jìn)我國(guó)殘疾人福利體系的建立與完善,應(yīng)從殘疾人的生存性福利及發(fā)展性福利兩個(gè)層面推進(jìn),具體包括完善殘疾人的生活保障、康復(fù)保障、教育保障、就業(yè)保障以及環(huán)境保障制度。
[Abstract]:Because of the prejudice of traditional concept and the deviation of cognition, the welfare concept of disabled people in our country is backward, the project is single, the service is lacking, and the welfare level is low. Inclusive development advocates that all members of society share the right to development equitably, opportunities, especially outcomes. To promote the establishment and perfection of the welfare system for the disabled in China with the idea of inclusive development, it should be promoted from the two aspects of the survival welfare and the developmental welfare of the disabled, including the improvement of the life security, the rehabilitation guarantee and the education guarantee of the disabled. Employment security and environmental protection system.
